Mitigation Measures: <br /> Mitigation Measure 3.1.1: All outdoor lighting will be required to be fully shielded and shall <br /> adhere to Section 9-1025.6 of the Development Code in order to minimize any impacts resulting <br /> from outdoor lighting on adjacent properties (Final EIR,p. 3.1-5). <br /> Findings: <br /> Based on the whole record, this Commission finds that with implementation of Mitigation <br /> Measure 3.1.1, offully shielding and compliance with the County Development Code impacts <br /> related to light and glare are reduced to a less than significant level(Final EIR,p. 3.1-5). <br /> D.3. FINDINGS REGARDING IMPACTS ANALYZED IN THE EIR AND <br /> DETERMINED TO BE SIGNIFICANT AND UNAVOIDABLE <br /> This section includes findings for project impacts which are determined to be significant even <br /> with the imposition of mitigation measures. These impacts cannot be mitigated to a less than <br /> significant level and therefore remain unavoidable. Although this Commission finds that all <br /> significant impacts of this project listed below cannot be substantially lessened or avoided by the <br /> imposition of mitigation measures or alternatives,the mitigation measures found in the EIR and <br /> listed below will be implemented to lessen the project's impact. Specific findings of this <br /> Commission for each impact are set forth below in this section. <br /> This section,together with Section G of the findings below, addresses the requirements in CEQA <br /> Guidelines Section 15093. CEQA requires the lead agency to balance the benefits of a proposed <br /> project against its unavoidable significant environmental impacts and to determine whether the <br /> impacts are acceptably overridden by the project benefits (outlined in Section F). As described <br /> herein,project-level unavoidable significant impacts would occur in the areas of Air <br /> Quality/Climate Change and Noise. <br /> Air Quality and Climate Change <br /> Impact 3.31 <br /> The project could create objectionable odors affecting a substantial number ofpeople (Final <br /> EIR,p. 3.3-18.) <br /> Significance Before Mitigation: Potentially Significant <br /> Facts: With regards to odor,the number of complaints the Air Pollution Control District has <br /> receivedit is considered potentially significant. While dispersion modeling does not show a <br /> significant impact based on 1-12S concentration,the record of previous odor complaints and the <br /> potential for increased sensitivity at night, would result in a potentially significant impact(Final <br /> EIR,p. 3.3-19). <br /> Mitigation Measures: <br /> Mitigation Measure 3.3.1.
