Basis for Selection <br /> The No Project Alternative is included in the EIR because the CEQA Guidelines, Section <br /> 15126.6(e)(1),require that an EIR evaluate a"no project'alternative along with its impact in <br /> order to provide a comparison of the impacts of approving the proposed project with the impacts <br /> of not approving the proposed project. Pursuant to CEQA Guidelines, Section 15126.6(e)(3)(B), <br /> the No Project Alternative discusses "the property remaining in its existing state." <br /> Distinctive Environmental Characteristics <br /> The following summarizes potential impacts of the "No Project' alternative and compares them <br /> to the impacts of the proposed project: <br /> Visual and Lighting <br /> Under the No Project Alternative, no physical change would occur at the project site and <br /> potential visual impacts related to additional safety lighting would be avoided. <br /> Traffic and Circulation <br /> Under the No Project Alternative, local traffic conditions would remain the same to those <br /> experienced at the current time. Project related truck traffic would be limited to the hours of 5 <br /> a.m.to 9 p.m. and traffic from 9 p.m. to 5 a.m. would be avoided. <br /> Air Quality and Climate Change <br /> Under the No Project Alternative,air emissions from the existing operation,including haul trucks, <br /> would be the same as those experienced at the current time. Nighttime concerns regarding potential <br /> odor effects would be avoided,but normal operations including production of rubberized and non- <br /> rubberized asphalt would continue during the day. <br /> Noise <br /> Under the No Project Alternative,there would be no new nighttime noise sources in the vicinity of <br /> the project site. Existing on-site and off-site noise sources during the hours of 5 a.m. to 9 p.m. <br /> would continue. <br /> Consideration of the No Project Alternative <br /> The No Project alternative would not meet any of the basic Project Objectives stated in Section <br /> B-1 (and Chapter 2 of the Final EIR). In order to meet local demand for highway construction <br /> projects,material may be hauled from outside of the County. On a regional level,this may result <br /> in increased air emissions, including GHG. <br /> Findings: <br /> Based on the above, and on the whole record, this Commission finds that the No-Project <br /> Alternative results in no significant impacts because no operational changes would occur at the <br /> 15 <br />
