However, the No-Project Alternative would not meet the basic project objectives; <br /> the Commission finds that the No-Project Alternative would not meet project objectives, is <br /> economically and socially infeasible and is therefore rejected. <br /> West Only Haul Route Alternative <br /> Description <br /> This alternative would require all nighttime track traffic to enter and exit the facility via westbound <br /> E. River Road. Trucks would be required to utilize McHenry Avenue in order to reach E. River <br /> Road. This haul route reduces the significance of noise related impacts to sensitive residential <br /> receptors located east of the project site entrance along E. River Road. However,residences west <br /> of the project site entrance along E.River Road would still experience noise related impacts during <br /> nighttime operations. <br /> Distinctive Environmental Characteristics <br /> The following summarizes potential impacts of the west only haul route alternative and <br /> compares them to the impacts of the Proposed Project: <br /> Visual and Lighting <br /> The west only haul route alternative would result in the same impacts (less than significant)to <br /> visual resources asthe Proposed Project. <br /> Traffic and Circulation <br /> Under this alternative all nighttime truck traffic would be required to enter and exit the Munn& <br /> Perkins facility via westbound E. River Road. As the traffic analysis in the EIR assumes that all <br /> project traffic could potentially use either the east or west haul route,the potential traffic impacts <br /> of the West Only Haul Route would be the same as the Proposed Project for E. River Road and <br /> McHenry Avenue. However,in order to serve projects located east of the plant,haul tracks would <br /> need to use an easterly connector such as Highway 219/Claribel Road. This increase would not <br /> necessarily be significant, given the lower traffic levels experienced at night in the area. <br /> Air Quality and Climate Change <br /> Impacts to air quality may occur under this alternative due to potentially increased haul distances to <br /> serve easterly projects (see traffic discussion above). Delivering material to the east would require <br /> increased haul distances,resulting in increased criteria pollutants and greenhouse gas emissions. <br /> These increases are not necessarily significant,but would represent an increase over the Proposed <br /> Project. <br /> Noise <br /> This alternative would reduce noise related impacts to sensitive residential receptors located east of <br /> the project site entrance along E.
