Riviera Estates Page 7 Our Project Number: E07092A June 26, 2007 4.0 EVALUATION OF IDENTIFIED CONTAMINATION SOURCES The San Joaquin River is a known shipping channel. The soils and groundwater beneath the river may be impacted by spills and discharges to the river from upstream. Rough & Ready Island is a known source of contamination. Based on the distance from the subject property and the San Joaquin River being between the site and the island, no contamination is anticipated 'to affect the subject property at this time. 5.0 CONCLUSIONS AND RECOMMENDATIONS Because no staining was observed in the vicinity of the transformers, the transformers are not considered an environmental threat to the subject property at this time. Should the property owners or the EHD be concerned about PCB contamination from the transformers, PG&E should be contacted to test, retrofit, or replace the transformers. If the existing structures are to be renovated or demolished, a survey to detect lead-based paints and asbestos-containing materials should be conducted prior to any such activities. As the site is developed, any stained soil or sources of contamination identified should be characterized and properly d'sposed in accordance with federal, state, and local regulations. 6.0 LIMITATIONS This report was compiled as a Surface and Subsurface Contamination Report for the subject property. This report contains information and data provided to NOA by several sources. NOA �� '� in no way warrants the accuracy or completeness of the information provided to this (5a_"> investigation by those sources. It should be noted that when an environmental assessment is completed without sample collection and quantitative analysis of soil and groundwater beneath the site, as in this study, no statement of scientific CE-rtainty can be made regarding latent subsurface conditions which may be the result of on-site or off-site sources. The findings and conclusions of this report are not scientific certainties, but: rather, probabilities based on professional judgement concerning the significance of the data gathered during the course of this investigation. NOA is not able to represent that the site or adjoining land contains no hazardous waste, oil, underground storage tanks, or other latent condition beyond that detected or observed by NOA during the Surface and Subsurface assessment. The possibility always exists for contaminants to migrate through surface water, air, or groundwater. Our office has not been provided with specific criteria for the development of this report other than a request to evaluate the property in question for possible problems related to toxic or hazardous agents, nor have we been directed to address any specific questions concerning the site.
