Project Kickoff Meeting and Site Visit The ESA project manager,Amy Skewes-Cox,will meet with County staff (and the applicant)to review the scope of work and timeline. Prior to this meeting, ESA will provide the County with a preliminary list of all needed documents and data. Deliverables' One electronic copy(in PDFformat) of the data request. 2. Provide Peer Review of Existing Technical Studies and Conduct Additional Studies ESA will conduct a third-party review of background studies completed to date and report our conclusions in a memo to the County. At the onset of the project, ESA will also provide the County with a final list of documents and key missing data that may be required for the EIR analysis.This matter will E, be discussed with the County during the Project Kickoff Meeting. Deliverables: One electronic copy(in PDFformat)of the technical memo. 3. Prepare Project Description, Boundaries of Analysis, and Description of Alternatives to be Evaluated In consultation with County staff(and the applicant if desired by the County), ESA will prepare a project description early in the process, providing it to County staff for review and clarifications to ensure a complete, consistent and accurate project description that will serve as the basis for the impact analysis. The project description will include the project location and site plan maps; a statement of project objectives; a general description of the project's physical and environmental characteristics, including proposed physical improvements and changes in on-and off-site operations that would result from the proposed project; and a statement of the anticipated uses of the environmental documents, including required permits, San Joaquin County—E!R for the Union Pacific Modemization Project -�
