1.Approach and Scope of Work <br /> approvals,and agency review requirements. Concurrent with the project <br /> description,ESA would also provide descriptions of alternatives that will be <br /> addressed in the EIR, for County staff's considerations and comments. <br /> Deliverables: One electronic copy(in PDFformat, with color graphics <br /> or Microsoft Word format)and up to five(5) hard copies of the Project <br /> Description. <br /> 4. Prepare Administrative Draft EIR (ADEIR) <br /> The ADEIR will be prepared pursuant to the requirements of CEQA, <br /> California Public Resources Code Sections 21000 ct seq.,and CEQA <br /> Guidelines,Title 14,California Code of Regulations 15000 et seq.The <br /> document will include all required elements of an EIR;we assume that the <br /> only topics that will be focused out will be mineral resources,recreation,and <br /> population/housing.The ADEIR will include an executive summary and a <br /> summary table of impacts and mitigation measures. Section C,below, details <br /> our scopes of work for the technical impact analyses. <br /> q <br /> Deliverables: Up to six(6) hard copies of the ADEIR. <br /> 5. Respond to internal Review of ADEIR and Prepare <br /> Screencheck DEIR <br /> After County staff has reviewed ESA's administrative draft, ESA will <br /> develop and provide an electronic copy(in PDF)plus a printed version of <br /> the Screencheck Draft EIR(DEIR)to the County for review.The ESA <br /> project manager will meet with County staff to discuss each section as <br /> necessary.County staff modifications will be incorporated into the <br /> Screencheck DEIR. <br /> Deliverables: One electronic copy(in PDF or Microsoft Word format) <br /> and up to five(5) hard copies of the Screencheck DEIR. <br /> 6. Prepare and Circulate Public Draft EIR and Prepare <br /> NOA and NOC <br /> ESA will revise the Screcncheck Draft EIR based upon County staff's <br /> continents.ESA will also prepare the Notice of Availability(NOA) and the <br /> Notice of Completion(NOC) (one round of County review is assumed). We <br /> assume that County staff will be responsible for distribution to the State <br /> Clearinghouse and public noticing,but ESA can assist in this effort with a <br /> minor modification to our scope/budget. <br /> 1-2 San Joaquin County—EIR for the Union Pacific Modemization Proyect <br />
