r � <br /> 1.Approach and Scope of Work <br /> Tasks <br /> • Identify and map existing and approved land uses at the site and in the <br /> immediate environs,including nearby land uses in the cities of Manteca <br /> and Lathrop. (In the cumulative analysis,we will address the Manteca <br /> Northwest Airport Way Master Plan and other projects in Lathrop, <br /> Manteca and the County,as relevant). <br /> • Review and summarize planning documents relevant to the project site, <br /> including the County's General Plan(and the Lathrop and City of <br /> Manteca General Plans and Spheres of Influence). <br /> i Assess the project's relationship to the recently proposed Northwest <br /> Airport Way Master Plan for the City of Manteca, in which some on-site <br /> parcels overlap.The City of Manteca has proposed annexation of some <br /> County lands to allow this industrial and commercial development. <br /> • Assess the compatibility of the proposed project with surrounding land <br /> uses based on the secondary effects the project is anticipated to have. <br /> The secondary impacts of the proposed project will be addressed under <br /> such topics as air quality,traffic,visual resources,noise,etc. <br /> • Prepare a summary table identifying the project's consistency with <br /> relevant County General Plan policies and the need for mitigation <br /> measures when conflicts may be identified. <br /> Identify measures to mitigate any identified land use impacts or <br /> incompatibilities,providing appropriate cross reference to specific <br /> environmental topics(e.g.,air quality,traffic, visual resources,noise, <br /> etc.)where appropriate. <br /> Agricultural and Forestry Resources <br /> Issues <br /> The proposed project would include the expansion of the UP facility into an <br /> agricultural area adjacent to the existing facility.Although the proposed project <br /> ye would convert about 142 acres of prime agricultural land to an industrial use, <br /> the proposed use is conditionally permitted by its existing General Plan and <br /> zoning designations and no General Plan amendment is required. Also,the <br /> i. <br /> applicant would not be required to contribute to the County's Agricultural <br /> Mitigation Pee program.The EIR will address the impacts of the proposed <br /> ;s agricultural land conversion, along with other potential mitigation measures for <br /> the conversion of agricultural land to urban use. In undertaking this evaluation, <br /> ESA is cognizant of the potential implications of requiring mitigation for the <br /> loss of agricultural lands to uses permitted by existing agricultural General <br /> Plan and zoning designations. As a result,ESA will discuss various approaches <br /> to evaluation and potential mitigation requirements with County staff prior to <br /> undertaking the analysis.No forestry issues apply to the site; thus, this issue <br /> will not be discussed further. <br /> 1-6 San Joaquin County—E!R for the Union Paciric Modernization Project <br />
