Staging of the containers is performed <br /> by yard hostlers;which may be either off-road or on-road vehicles.All of <br /> these vehicles are subject to in-use or"fleet"rules promulgated by the <br /> California Air Resources Board(CARB),which will affect their emissions <br /> characteristics.Additionally,the expansion will create demand for additional <br /> line-haul and yard locomotive operation. <br /> 4 The increase in truck trips,locomotive operation, container lifts,hostler <br /> activity, and employee commute trips will occur gradually from current <br /> levels as the project's phases arc completed. As regional growth occurs,the <br /> demand for intermodal transportation will likewise increase. Operational air <br /> quality impacts will increase concurrently with intermodal traffic; however, <br /> on-road,off-road, and locomotive fleet average emission rates will decrease <br /> over time, lessening some of these impacts. The analysis will determine the <br /> year of maximum impact for each impact,which may not necessarily be the <br /> year when the new Phase II capacity is fully demanded. <br /> Tasks <br /> The scope of work for the report is described below. <br /> Task 1:Review Documents—Under this task, Sierra will review relevant <br /> documents for information pertaining to the Project, including the Use Permit <br /> Application(including attachments and technical studies), intermodal traffic <br /> growth forecasts provided by UP, intermodal truck origin/destination data <br /> provided by UP or contained in CARB rulemaking documents, and other <br /> pertinent sections of the EIR as available (e.g.,Project Description and <br /> Traffic and Transportation). <br /> Task 2:Prepare CEQA Analyses—Under this task, Sierra will prepare the <br /> analyses outlined below,based on information supplied by the applicant, in <br /> order to address the air quality impacts of the project within the <br /> Administrative Draft ETR. <br /> Methodology,and Impact Analysis <br /> Analyze and describe the methodology for determining the existing <br /> project conditions.The San Joaquin Valley Air Pollution Control <br /> District's (SJVAPCD's) Guide for Assessing and Mitigating Air Quality <br /> Impacts(GAMAQI),revised August 20, 1998, will be the primary source <br /> for determining the applicable methodology, although other guidelines <br /> will be reviewed as well.
