S` 1.Approach and Scope of Work <br /> • Identify applicable regulations and significance criteria for air quality. <br /> Additional significance thresholds not contained in the SJVAPCD CEQA <br /> i Guide will be derived from the CEQA guides of other air districts and <br /> SJVAPCD Rules and Regulations.CARB and U.S. Environmental <br /> Protection Agency(EPA)regulations may also be utilized for the <br /> I establishment of significance thresholds. <br /> • Describe the ambient air quality standards established by CARB and the <br /> U.S.EPA.Ambient air quality standards will be summarized in a concise <br /> table. <br /> • Describe the existing air quality conditions including seasonal variations. <br /> Existing(historical) ambient air quality data over the most recently <br /> available four-year period will be obtained from GARB. Existing air <br /> quality will be summarized in a concise table. The attainment status of <br /> each pollutant will also be provided. <br /> • A key issue that will need to be evaluated here is the treatment of <br /> existing truck-based cargo transportation that will be displaced by rail <br /> transportation if the project is constructed. <br /> Analyze Initial and Future Scenarios <br /> • Characterize the level of impact for project conditions using levels of <br /> significance established by the jurisdiction in which the impacted area is <br /> located. Construction and operational emissions(to the extent applicable) <br /> will be quantified using the URBEMIS 2007 software package. Project- <br /> specific trip generation data, activity,emission factors, and load factors <br /> will be used for source categories not covered by URBEMIS. It is <br /> expected that the latter approach will be used for all locomotive-related <br /> activities, on-site cargo handling activities,and truck trips to and from <br /> 4 the facility. <br /> • Evaluate the potential for cumulative impacts from the project combined <br /> with other closely related past,present, and foreseeable future projects. <br /> 4 I <br /> • Prepare a screening level health risk assessment(HRA)of diesel <br /> particulate matter exhaust impacts from the project according to the <br /> methodology of the California Office of Environmental Health Hazard <br /> Assessment's(OEHHA's)publication,Air Toxics Hot Spots Program <br /> Risk Assessment Guidelines. <br /> • Incorporate the potential impact of greenhouse gas emissions generated <br /> by the project in the cumulative impacts analysis, including quantifying <br /> potential greenhouse gas emissions.The State of California has adopted <br /> targeted goals for reducing greenhouses gases through Assembly Bill 32 <br /> (the California Global Warming Solutions Act of 2006) and Executive <br /> Orders S-3-05 and S-01-07. <br /> Greenhouse gas emissions will be quantified using URBEMIS 2007, to the <br /> extent applicable,with methane and nitrous oxide emissions quantified <br /> using emission factors contained in Appendix A of CARB's Regulation <br /> i <br /> San Joaquin County—i=1R for the Union Pacirrc Modernization Project -� <br />
