i <br /> Intermodal 0 erations <br /> The existing intermodal facility(see Table 1 for a summary of existing and proposed facility operations)covers <br /> approximately 135 acres and can handle 270,400 lifts per year.A lift is defined as the loading or unloading of a cargo <br /> unit to or from a rail car. The facility utilizes three working tracks3 which provide a capacity for 70 double-stack units <br /> .to be staged on-site. inbound and outbound cargo units are loaded and unloaded to and from rail cars by rubber tire <br /> gantry cranes. Gantry cranes or front end loaders are used to transfer containers to and from trailer chassis.Once a <br /> cargo unit is ready for transport, hostlers move the chassis and container to a parking location where it awaits <br /> transport by local, regional,and in rare circumstances, long haul tractor trailer operators.The facility currently has <br /> approximately 1,800 on-site container bays where cargo units are parked and staged until the customer picks them <br /> up. Goods enter or leave the facility in one of two scenarios: <br /> 1. A cargo unit(container or truck trailer) bearing locally produced goods is brought in to the facility via tractor <br /> trailers and parked at an on-site container bay.The cargo unit is eventually moved to a location adjacent to <br /> one of the working tracks by a hostler,where a gantry crane lifts the container off the chassis and places it <br /> on a railcar for shipment to another region of the country. <br /> 2. A container bearing goods destined for the local region is brought in to the facility via railcar.A gantry crane <br /> lifts the container off the railcar and places it on a chassis.A hostler then moves the chassis and container <br /> to an on-site parking location where the unit awaits pickup by a tractor-trailer for delivery to local destination. <br /> When entering and leaving the facility,trucks are required to pass through a secure gate area. The existing gate <br /> consists of 9 manually operated lanes;4 inbound lanes, 4 outbound lanes, and 1 bypass lane,for bobtails exiting the <br /> facility(with no attached trailer).At the inbound and outbound gates,tractor-trailers pull up to a gate station where an <br /> employee with a handheld wireless device logs certain data about the truck and trailer, including serial numbers, <br /> truck owners and drivers, and notes any visible damage to the chassis or the container. Once this screening is <br /> complete,the truck continues on,either into or out of the facility. Trucks can enter and leave the facility either with a <br /> loaded trailer each way, an empty trailer each way,or any combination thereof. Bobtail trucks may enter the facility to <br /> pick up a trailer,or bobtail trucks may leave the facility, having dropped off a trailer. It should be noted that none of <br /> the trucks entering or leaving the facility belong to Union Pacific. Union Pacific only notifies customers when their <br /> containers are ready for pickup, <br /> Traffic generation associated with the current operation consists of employees and visitors entering and departing the <br /> facility and customer trucks delivering and/or retrieving cargo units, including bobtail trucks. 'The current observed <br /> traffic generation at the facility is summarized in Table 1. Customer truck traffic is well distributed during the day, and <br /> ' does not follow a"peak"hour pattern associated with most industrial operations, because the traffic is timed to <br /> coordinate with train schedules and not employee shifts. It is the Union Pacific's experience that one"lift"equates to <br /> approximately.85 truck round trips(all trips in this report are defined as round trips,that is, one truck pulling a trailer <br /> into and out of the facility) not including employee vehicle traffic. For instance, if a truck enters and leaves the facility <br /> with a cargo unit each way,two lifts are utilized for one truck round trip,whereas other trucks either retrieve or <br /> deposit a cargo unit only,so truck roundtrips are a subset of the number of lifts. <br /> Public Roadway Access <br /> Trucks and Union Pacific employees currently enter and leave the facility through a single access point on Roth <br /> Road, between the Union Pacific Main Line and South Airport Way.
