I <br /> Structures <br /> Buildings currently in place at the facility include a gate building and maintenance building.The gate building serves <br /> as the facility administrative office building as well as the main checkpoint for trucks entering or leaving the facility. <br /> The maintenance building serves as a general yard equipment maintenance facility and provides some storage for <br /> small equipment parts. The other significant on-site structure is a 120'tali,free standing lattice wireless <br /> communications tower.The tower facilitates two types of communication; in-yard communication between the gate <br /> :"building and truck drivers,and communication between yard personnel and incoming trains. <br /> On-Site DrainaLe <br /> Approximately 70%of the existing facility is paved with concrete.A system of open channels and enclosed pipes <br /> conveys storm runoff to several on-site detention and retention basins which attenuate or retain the site storm runoff. <br /> Union Pacific previously entered into, and maintains an agreement with the South San Joaquin Irrigation District <br /> (SSJID)which allows the facility to discharge runoff from its detention basins into the French Camp Outlet Canal <br /> (FCOC)when the water level in the canal is below a certain elevation. The discharge is controlled by pumps in <br /> conjunction with water surface level monitoring devices. <br /> Industrial Waste Stormwater Runoff Treatment <br /> Runoff from maintenance areas which are likely to contain oil and/or sediment is directed to an on-site waste water <br /> recycling system. This system separates oil and sediment from the water.The gray water is then stored in a tank and <br /> used to wash vehicles and equipment before finally being discharged into one of two large evaporation basins.The <br /> areas that currently contribute waste to the recycling system include the crane maintenance pad,the maintenance <br /> shop,the diesel fuel storage area, and the fueling and fuel pump areas. In addition, oily waste collected at two on-site <br /> compressed air stations is manually transported to the recycling system for disposal. Collected petroleum and <br /> sediments are disposed of offsite at approved locations. <br /> Utilities <br /> Currently,one septic tankfand leach field serves the Gate Building and Maintenance Building. Site water and fire <br /> protection are provided via two connections to a City of Lathrop water main lying between the facility and the Sharp <br /> Army Depot. Site electricity is provided by Pacific Gas&Electric. Natural gas is not available on site. <br /> Petroleum Product Stora e <br /> Three storage tanks are located near the maintenance building at the south end of the facility. The three tanks <br /> include a 500 gallon gasoline tank, a 10,000 gallon diesel tank, and a 400 gallon used oil tank.All of the tanks are <br /> above-ground tanks and have concrete curbed areas for secondary containment. <br /> Other Facilities <br /> Service and maintenance facilities other than the maintenance shop include a hostler fueling island and a crane <br /> service pad.When a gantry crane is due for routine maintenance or needs to be repaired,the crane is parked on the <br /> service pad, where the maintenance is performed. Typical maintenance activities include oil changes, lubrication, and <br /> washing of the cranes, The crane pad and fueling islands are surrounded by drivable curbs which provide secondary <br /> containment,so that spills and stormwater falling on the pad are directed to the waste water recycling system. Runoff <br /> and spills from the hostler fueling island containment area are also directed to the waste water treatment system. <br /> 3 <br />
