1.Approach and Scope of Work <br /> for Mandatory Reporting of Greenhouse Gas Emissions(17 CCR 95100- <br /> 95133).As with the assessment of criteria pollutants,project-specific trip <br /> generation data,activity,emission factors,and load factors will be used for <br /> source categories not covered by URBEMIS.It is expected that the latter <br /> approach will be used for all locomotive-related activities,on-site cargo <br /> handling activities,and truck trips to and from the facility.The Project will <br /> be evaluated for consistency with the State's GHG goals. <br /> Project Significance Assessment <br /> • Assess the significance of project impacts based on the significance <br /> criteria identified above. <br /> Recommend Mitigation Measures <br /> • For project impacts identified as significant, identify project-level <br /> mitigation measures and their effectiveness in terms of decreases in <br /> emissions generated. Determine the significance of air quality impacts <br /> after the application of project-level mitigation measures. <br /> • Describe programmatic mitigation measures contained with air pollution <br /> control and climate change statues,rules, and regulations.Determine the <br /> significance of air quality impacts after the incorporation of <br /> programmatic mitigation measures. <br /> :. Task 3: Prepare Report—Under this task, Sierra will produce a final air <br /> quality technical report. The report will be formatted to allow direct <br /> incorporation into the project DEIR.The project budget anticipates that <br /> Sierra will revise the report up to two (2)times following reviews, edits,and <br /> internal comments before finalizing the report prior to the Administrative <br /> Draft EIR,and as needed prior to finalizing the Draft EIR. <br /> Task 4:Respond to Comments—Under this task, Sierra will respond to <br /> comments received during the DEIR comment period and if necessary, <br /> produce a supplement to the report. The response-to-comments and technical <br /> report supplement will be formatted to allow direct incorporation into the <br /> project FEIR. Sierra will revise the response-to-comments and technical <br /> supplement once before finalization, following reviews, edits, and internal <br /> comments. <br /> Noise and Vibration <br /> Issues <br /> Noise impacts associated with the project would be both short-term and long- <br /> term in nature. Short-term noise would be generated by off-road equipment <br /> and on-road vehicles during construction. Long-term noise would be generated <br /> by increased cargo transfers(currently 270,000 and expanded to 730,000 <br /> 1-10 San Joaquin County—EIR forthe Union Pack Modernization Project <br /> I <br />
