1.Approach and scope of Work <br /> • Noise impacts of arising from construction will be quantified based on <br /> the duration,nature,phasing and level of various construction activities. <br /> In addition,typical noise generated by various elements of the project <br /> operations,including cargo transfers,rail usage,off-road equipment,and <br /> project-generated motor vehicle traffic will be estimated.Project <br /> construction and operational noise will be evaluated regarding the <br /> potential to adversely affect noise-sensitive land uses or violate noise <br /> standards. <br /> • Measure the level of vibration currently produced by the facility at up to <br /> four sensitive locations nearby. This data will be then used to extrapolate <br /> the expected level and event frequency of future operating conditions. <br /> • Analyze the potential for exposure of persons to or generation of <br /> excessive ground borne vibration or ground borne noise levels. <br /> • Calculate the change in noise levels due to project and cumulative traffic <br /> along roadway segments most affected by project traffic.Determine <br /> whether there would be significant project or cumulative effects on noise <br /> levels along streets in the project vicinity where existing noise-sensitive <br /> land uses exist.These predictions will be made using the computer <br /> model described above. <br /> • identify practical, feasible mitigation measures for noise impacts <br /> identified for the project and the expected benefit to be derived from <br /> these.Evaluate whether mitigation measures would reduce the impacts <br /> below a level of significance. <br /> s Traffic, Transportation and Circulation <br /> Issues <br /> Activities associated with the proposed UP Modernization project would <br /> alter traffic patterns in the area by increasing the number of employees and <br /> truck movements on area roads,and by changing the access points for the <br /> �< site.ESA will conduct a comprehensive evaluation of the potential impacts <br /> on Roth Road, Lathrop Road and Airport Way,and at key intersections <br /> where project traffic would travel. The Traffic,Transportation and <br /> Circulation section also will evaluate traffic impacts at the at-grade crossings <br /> of Union Pacific tracks on both Roth Road and Lathrop Road(and the <br /> potential for an overpass over the Union Pacific main line on Roth Road). <br /> ESA's in-house traffic engineers/planners (Jack Hutchison, P.E., Lesley <br /> Lowe,and Pete Costa)will analyze the potential impacts of the proposed <br /> project on the surrounding transportation system and will identify feasible <br /> measures to mitigate those impacts. <br /> 1-12 San Joaquin County—EJR torthe Union Pacific Modernization Project <br />
