S <br /> J i.Approach and Scope of Work <br /> The traffic,transportation and circulation scope of work is based on the <br /> project description,information in the RFP,and our review of comments on <br /> the Notice of Preparation issued by the County for this EIR. <br /> t <br /> Tasks <br /> • Consult with County staff to finalize "boundaries of analysis,"including <br /> the identification of study intersections, and the basis for cumulative <br /> traffic volumes. <br /> • Review existing data and studies performed for the area for <br /> appropriateness and to determine additional data needs. The Manteca <br /> Northwest Airport Way Master Plan Draft EIR is currently under public <br /> review, and this proposal assumes that information/data from the Final <br /> Transportation Impact Study(July 20 10) for that Draft EIR(e.g.,traffic <br /> count data) will be available to ESA. <br /> i <br /> • Conduct field reconnaissance of the road network and traffic controls <br /> that serve the project site and surrounding areas being analyzed. <br /> • Describe the trip generation and distribution for the existing operations <br /> on-site(daily and peak hours)on the basis of data provided by Union <br /> Pacific Railroad Company about the current 2417 operations. <br /> • Conduct 72-h6ur(weekday)vehicle classification counts on the site <br /> access road south of Roth Road. <br /> • Report the existing levels of service(LOS) for the AM and PM peak <br /> hours for up to 16 study intersections(to be selected in consultation with <br /> County staff),based on information in the Manteca Northwest Airport <br /> Way Master Plan Draft EIR(Appendix J: Final Transportation Impact <br /> Study). No new intersection traffic counts or calculations of existing <br /> intersection LOS are proposed. If new intersections(not reported in the <br /> Manteca Northwest Airport Way Master Plan Draft EIR Final <br /> Transportation Impact Study) SYNCHRO-7 will be the operational <br /> software used for intersection analysis. This will include 95th percentile <br /> queue estimates relative to left turn storage requirements based on the <br /> Highway Design Manual (6th Edition). <br /> Candidate study intersections include the following: <br /> - Roth Road at I-5 Ramps(2 intersections) <br /> z Roth Road at Site Access <br /> Roth Road at Airport Way <br /> - Airport Way at French Camp Road <br /> - Lathrop Road at Airport Way <br /> Lathrop Road at Northbound 1-5 Ramps (2 intersections) <br /> • Report the existing LOS for the I-5 freeway mainline segments and ramp <br /> junctions(merge and diverge) for the I-5 /Roth Road interchange,based <br /> San Joaqufn County—EIR for the onion Paciric Modernization Project 1-13 <br />
