7
ESA1.Approach and Scope of Work
• Estimate cumulative(2025)traffic volumes at the study intersections for
a scenario with and without buildout of the proposed project. The
scenario without the proposed project will be derived by the use of traffic
growth factors(obtained from the County, from the San Joaquin Council
of Governments [SJCOG] travel demand model). It is assumed that the
traffic growth factors will account for reasonably foreseeable
development in the project area, including but not necessarily limited to,
the Central Lathrop Specific Plan and the City of Manteca's Northwest
Airport Way Master Plan(which included the CenterPoint site, adjacent
to the UP Intermodal Facility). Future year intersections operational
analyses will include 95th percentile queue estimates relative to left turn
storage requirements based on the Highway Design Manual(6th
Edition). Future year intersection analysis will be performed using
SYNCHRO-7 software and basic freeway and ramp merge-diverge based
on procedures described in the HCM 2000. All truck traffic will be
converted toassert er carequivalents
p g pnor to performing operational
analyses. It is understood that the County is updating its General Plan,
and it is assumed that the latest information available at the time of
preparation of this EIR will be provided by County staff to ESA,
• Calculate cumulative-condition levels of service for the study
intersections, freeway mainline segments and ramp junction, and identify
significant project impacts. The percentage of cumulative growth at
study intersections that is attributable to the proposed project will be
reported.
+ Obtain and summarize collision data for the most-recent three -year
period of SWITRS data from the California Highway Patrol for Roth
Road between I-5 and Airport Way. TASAS data will be used for state
highway facilities(I=5 segments ramp intersections).
• Analyze potential impacts associated with the project's proposed
increase in truck and rail activity and the need to use the at-grade
crossing of the Union Pacific main line on Roth Road. ESA will describe
° the existing and future with-project use of the UP main line and the
current warning devices(gates, signs, signals, etc.)on the basis of
information provided by the CPUC and field reconnaissance. ESA
proposes to address potential impacts associated with construction of an
° overcrossing of the UP main line on Roth Road at a programmatic level
(subject to availability of design details).
• Perform a review of the project site access, circulation and parking
proposed for the project. This review will evaluate the project access
driveway. Sight distance will be evaluated from the driveway location
with respect to safety concerns. Emergency vehicle access will also be
evaluated.
• Develop feasible mitigation measures to reduce, or eliminate, significant
impacts associated with the proposed project.
San Joaquin Counly—E!R for the Union Paci5c Modernization Protect 1-15
