7 <br /> ESA1.Approach and Scope of Work <br /> • Estimate cumulative(2025)traffic volumes at the study intersections for <br /> a scenario with and without buildout of the proposed project.The <br /> scenario without the proposed project will be derived by the use of traffic <br /> growth factors(obtained from the County,from the San Joaquin Council <br /> of Governments [SJCOG] travel demand model). It is assumed that the <br /> traffic growth factors will account for reasonably foreseeable <br /> development in the project area, including but not necessarily limited to, <br /> the Central Lathrop Specific Plan and the City of Manteca's Northwest <br /> Airport Way Master Plan(which included the CenterPoint site,adjacent <br /> to the UP Intermodal Facility). Future year intersections operational <br /> analyses will include 95th percentile queue estimates relative to left turn <br /> storage requirements based on the Highway Design Manual(6th <br /> Edition). Future year intersection analysis will be performed using <br /> SYNCHRO-7 software and basic freeway and ramp merge-diverge based <br /> on procedures described in the HCM 2000. All truck traffic will be <br /> converted toassert er carequivalents <br /> p g pnor to performing operational <br /> analyses. It is understood that the County is updating its General Plan, <br /> and it is assumed that the latest information available at the time of <br /> preparation of this EIR will be provided by County staff to ESA, <br /> • Calculate cumulative-condition levels of service for the study <br /> intersections, freeway mainline segments and ramp junction, and identify <br /> significant project impacts.The percentage of cumulative growth at <br /> study intersections that is attributable to the proposed project will be <br /> reported. <br /> + Obtain and summarize collision data for the most-recent three -year <br /> period of SWITRS data from the California Highway Patrol for Roth <br /> Road between I-5 and Airport Way. TASAS data will be used for state <br /> highway facilities(I=5 segments ramp intersections). <br /> • Analyze potential impacts associated with the project's proposed <br /> increase in truck and rail activity and the need to use the at-grade <br /> crossing of the Union Pacific main line on Roth Road. ESA will describe <br /> ° the existing and future with-project use of the UP main line and the <br /> current warning devices(gates,signs, signals, etc.)on the basis of <br /> information provided by the CPUC and field reconnaissance. ESA <br /> proposes to address potential impacts associated with construction of an <br /> ° overcrossing of the UP main line on Roth Road at a programmatic level <br /> (subject to availability of design details). <br /> • Perform a review of the project site access,circulation and parking <br /> proposed for the project.This review will evaluate the project access <br /> driveway. Sight distance will be evaluated from the driveway location <br /> with respect to safety concerns.
