ti <br /> ' I <br /> 1.Approach and Scope of Work <br /> Assumptions <br /> We assume that the applicant will provide ESA with information about <br /> existing trip generation and trip distribution characteristics of the UP <br /> Intermodal Facility,and about proposed changes to those characteristics. <br /> County staff will coordinate with City of Manteca staff to provide ESA with <br /> raw traffic count data collected for the Northwest Airport Way Master Plan <br /> Draft EIR County staff will provide ESA with traffic growth factors for the <br /> near-term(2020)and cumulative(2025) analyses. <br /> Aesthetics <br /> Issues <br /> The EIR will evaluate the potential for light and glare, given that the <br /> proposed expanded operations would be 24 hours per day, seven days per <br /> week and all year long,recognizing that existing operations are also <br /> undertaken on that schedule.Visibility from nearby residences will be <br /> documented but the emphasis will be on the CEQA standards of significance <br /> associated with impacts to scenic vistas, damage to scenic resources, <br /> degradation of the existing visual character,and substantial light and glare. <br /> Some of the proposed elements of the project may include industrial <br /> structures that are of a significant height. We may request from the applicant <br /> drawings or photographs of representative built elements so that the EIR <br /> reader can more clearly understand project components. We will complete <br /> the following tasks: <br /> Tasks <br /> • Document existing visual conditions, using photographs to supplement <br /> the text,with photos taken from key viewpoint locations approved by <br /> County staff. Conduct photo-documentation of representative long-and <br /> short-range views of the project site. <br /> • Identify the main view corridors such as from Roth Road, South Airport <br /> Way and Lathrop Road,and describe the main visual elements visible <br /> along these routes. <br /> • Assess the potential for impacts on view corridors. <br /> • Identify the potential for increased light and glare from new <br /> development, especially as seen from nearby residences. We would ask <br /> that the applicant define any measures proposed to minimize potential <br /> light and glare impacts on surrounding lands. <br /> • Document visual changes related to new structures and new industrial <br /> components such as the proposed 140-foot communications tower, crane <br /> 1-16 San Joaquin County—bR for the Union Pacific Modernization Project <br />
