1.Approach and Scope of Work <br /> area; (2)assess the likelihood of unrecorded cultural resources based on <br /> historicalreferences and the distribution of environmental settings of <br /> nearby sites;and(3)develop a context for identification and preliminary <br /> evaluation of cultural resources.The results of the records search will be <br /> compiled in the form of a technical memo for County review that <br /> includes site records and other documentary information to help inform <br /> project decision-makers.It should be noted that site-specific cultural <br /> resource information, such as archaeological site record forms and maps, <br /> is considered confidential in order to protect their integrity. As such, <br /> ESA stamps all of its archival research findings as"Confidential."ESA <br /> will also conduct archival research at other repositories of historical <br /> information as necessary, such as local historical societies,public <br /> libraries, and city/county building permit records.Finally, ESA will <br /> review and assess all local and regional plans and policies pertaining to <br /> cultural resources for the project area. <br /> • Based on the records search described above,ESA will complete a <br /> cultural resources sensitivity study which will identify the site's potential <br /> for the existence of both recorded and unrecorded cultural resources.The <br /> study will be in the form of a brief memo for County review. <br /> • This scope assumes that no previous cultural resources studies or surveys <br /> have occurred on the project site. As such, a team of ESA's qualified <br /> archaeologists will complete a pedestrian survey of the 142.5-acre site. <br /> The purpose of the surveys are to(1)relocate any previously-recorded <br /> cultural resources and(2) to record any new potentially-significant <br /> cultural resources in the 142.5-acre expansion area. Archaeological field <br /> survey strategies will include on-foot visual inspection of 100 percent of <br /> a project expansion area with regularly spaced transects. Exceptions <br /> would include dense underbrush(if applicable) and areas that are paved. <br /> Archaeological resources will be recorded on California Department of <br /> Parks and Recreation(DPR)Forms 523A and C. Copies of site forms <br /> will be submitted to the NCIC as well as EID. Given that the site is <br /> entirely in agricultural use,ESA assumes no surveys or evaluations of <br /> buildings or structures for their potential historical value. If during the <br /> archaeological survey,buildings or structures are identified in the project <br /> area that appear to be 45 years old or older(the minimum threshold for <br /> listing in the California Register of Historical Resources), a qualified <br /> ESA architectural historian will survey and evaluate these under a <br /> separate agreement. <br /> • As required by the CCIC for any project which uses its cultural data and <br /> entails an archaeological survey, ESA will prepare a brief(8-10 page) <br /> cultural resources technical report which summarizes the findings of the <br /> above tasks, and submit the report to the CCIC for its files.The report <br /> will be in the form of an EIR cultural resources section, and will form a <br /> technical appendix to the EIR(less any confidential site records). <br /> • Based on the findings of the records search, sensitivity study, and field <br /> survey, ESA will prepare a preliminary draft cultural resources section of <br /> the EIR that identifies potentially significant impacts to cultural <br /> 1-20 San Joaquin County—FIR for the Union Paciric Modernization Project <br />
