1.Approach and Scope of Work <br /> resources in the project area. ESA will identify feasible mitigation <br /> measures to avoid or reduce potentially significant impacts to cultural <br /> resources.Typical measures for the accidental discovery of cultural <br /> materials during construction includes `halt-work' orders until the find <br /> can be evaluated by a qualified archaeologist. Depending on the site's <br /> cultural sensitivity, other measures may be required as well.Following <br /> publication of the Draft EIR,ESA will respond to all substantive public <br /> comments regarding cultural resources. <br /> Hazards and Hazardous Materials <br /> Issues <br /> A preliminary hazardous materials records search indicated various potential <br /> hazardous materials sites located in the vicinity of the project site, including <br /> underground storage tanks and leaking underground storage tanks. <br /> Hazardous materials spills and fuel, oil,or chemical contamination are also <br /> frequently associated with existing airports and other industrial facilities, <br /> such as railyards. Due to the rural nature of the project site,wildfire could <br /> also occur on site, dependent upon agricultural irrigation and land <br /> management practices along adjacent parcels. On site operational hazards <br /> could also occur as a result of the use of fuels,oils, lubricants,wastewater <br /> treatment chemicals, and other hazardous or potentially hazardous materials <br /> that would be stored and used on site. Other on site operational hazards <br /> include mechanical hazards associated with the use of large machinery, <br /> including loading, unloading,and train/equipment travel on site. <br /> Tasks <br />` • If not previously completed by the applicant, ESA will perform a records <br /> f search to identify existing and known hazardous materials sites in the <br /> vicinity of the project site,that could affect Project construction or <br /> operations activities. <br /> • ESA's hazardous materials specialists will review records search results <br /> and other available data,determine potential for construction and <br /> operations-related impacts for the Project,and implement mitigation <br /> measures as needed to reduce the intensity of any potential impacts. <br /> • For operational period hazards, including fire, chemical handling, and <br /> machinery safety, ESA will evaluate the potential for these hazards to <br /> impact workers and other personnel located at the project site, and ensure <br /> that potential impacts are minimized via adherence to state and County <br /> standards, as well as additional hazards mitigation if warranted. <br /> 1 <br /> f <br /> San Joaquin County--OR for the Union Pacific Modernization Project 1-21 <br />
