1.Approach and Scope of Work <br /> Public Services and Energy <br /> i <br /> Issues <br /> The introduction of new development at the project site would increase the <br /> demand for fire protection and police protection services and solid waste <br /> collection services.This type of project is not expected to result in new <br /> demands for schools or recreational services. If the County would like us to <br /> address the potential for new on-site employment to result in demands for <br /> local schools, we can undertake this task as part of our scope of work.The <br /> following tasks will be completed: <br /> Tasks <br /> • Compile information on existing public service conditions in the project <br /> area(e.g., fire,police, solid waste removal). <br /> Based on contact with local service providers, analyze project impacts on <br /> public services, including police protection, fire protection, and solid <br /> waste collection(including impacts on landfill capacity). Evaluate the <br /> possible need for new or physically altered governmental facilities and <br /> the physical impacts of constructing these new facilities or facility <br /> alterations.The evaluation will consider whether the project would affect <br /> established service ratios,response times, or other performance <br /> objectives, whether these effects would result in the need for new or <br /> altered facilities, and whether construction of these facilities would cause <br /> significant environmental impacts. <br /> • Describe existing energy use at the existing UP facility,using data <br /> provided by UP. If available, we will also document energy use data <br /> associated with diesel fuels by trucks and locomotives associated with <br /> project operations. <br /> • Assess the likely increase in energy use associated with the new <br /> facilities, using data also provided by UP,and document whether any <br /> alternative energy sources would be feasible for project operations. <br /> Describe any special energy conservation measures that may be included <br /> for the proposed project. Document any energy savings that may result <br /> from modernization efforts. <br /> • Recommend mitigation measures as appropriate, for reducing any <br /> potentially-significant impacts on services and energy. <br /> San Joaquin County—E!R for the Unian PaCilfc Modernization Prcyect 1-25 <br />
