� 1 <br /> PROPOSED FACILITY OPERATIONS <br /> Intermodal Operations <br /> The expansion will result in the development of approximately 145 acres of additional land'to the south and east of <br /> the facility and,at full build-out,would increase the capacity of the facility from 270,000 lifts per year to 730,000 lifts <br /> per year to serve the needs of the region.The expansion will add 5 new support tracks and 2 new working tracks and. <br /> will lengthen 3 existing working tracks.The resulting track infrastructure will provide enough capacity for 145 double- <br /> stack units and up to 18 locomotives to be staged on-site. <br /> One operational change will be the addition of a new 10 lane Automated Gate System(AGS)that will make the truck <br /> processing more efficient and more secure. The AGS will consist of 5 inbound and 5 outbound lanes and two bobtail <br /> bypass lanes; one inbound and one outbound.The AGS functions differently than the manual gate system in that it <br /> will allow the employees who collect data on loads entering and leaving the facility to do so from inside the gate <br /> building.An extensive Closed-Circuit Television (CCTV)system, as well as serial number readers and other <br /> technology allow an inbound truck to be processed in as little as 45 seconds, as opposed to the 4 to 5 minutes that <br /> this process takes using the current manual system. The AGS provides increased safety for employees and truck <br /> drivers, as well as increased traffic flow through the gate. In addition,the AGS greatly reduces the formation of long <br /> queues of idling trucks waiting to be processed into the facility during peak business hours,as the time required to <br /> get through the gate is greatly reduced. In the new facility,the gate complex will be moved from the south end of the <br /> facility to the north end, near Roth Road. <br /> Public Roadway Access <br /> As part of the expansion,the current facility entrance at Roth Road will be removed, and a new entrance will be <br /> constructed further east. Trucks travelling in and out of the facility and Union Pacific employees who work at the gate <br /> building will enter the facility via this entrance. Union Pacific employees who work in the maintenance building will <br /> enter the facility at the south end of the site via an indirect connection to Lathrop Road. <br /> Traffic <br /> The expansion of the facility is expected to increase local truck traffic on Roth Road, roughly corresponding to the <br /> increased lift capacity as more customers opt to take advantage of the efficiencies of rail transport. Union Pacific <br /> understands that a traffic study will be conducted as part of an Environmental Impact Report(EIR)for the expansion <br /> to quantify any increased traffic generation. As noted, one lift equates to approximately .85 truck round trips. Lift <br /> capacities for each phase of expansion are given in Table 1. It should be noted that customer(truck)and employee <br /> trips are directly related to the actual lifts performed, not lift capacity;therefore,the truck and passenger trips shown <br /> in Table 1 will not be realized at the beginning of Phase I or Phase IL For example,the projected increase in truck <br /> traffic between existing and Phase 1 (612 round trips)will not happen instantaneously; instead,truck traffic would <br /> grow, in direct relation to demand, by 612 round trips over a number of years. The number of years required to <br /> realize that full increase will be based on market and economic conditions. <br /> At the same time, Union Pacific is proposing several measures to mitigate traffic impacts associated with the <br /> expansion. First, as noted,the AGS will reduce truck processing time and therefore the amount of time trucks are <br /> idling, reducing fuel emissions and improving traffic flow to and from the facility entrance and on Roth Road, Second, <br /> Union Pacific will propose adding additional tum lanes to Roth Road to mitigate potential level of service issues. <br /> Third, as discussed below, Union Pacific will consider participating in the funding of a project to separate Roth Road <br /> from the Union Pacific main line rail crossing,alleviating increased traffic generation from an expanded facility and <br /> allowing switching operations to occur to the north without impeding traffic flow on Roth Road. Fourth,as discussed <br /> below, Union Pacific is proposing the creation of an internal access road between its Intermodal Facility and the <br /> 4 See Attachment 6 for a map and summary of the expansion parcels, including property currently owned by Union <br /> Pacific and property being acquired by Union Pacific and for which a letter of permission has been received from the <br /> existing parcel owner to file this Use Permit application. <br /> 4 <br />
