staging and storage area for 350 intermodal cargo containers and the creation of an internal access road. <br /> (Use Type: Major Impact Services). The improvements were constructed. <br /> General Plan and Zonina <br /> The General Plan designation of the project site is A/G (General Agriculture), and the zoning is AG-40 <br /> (General Agriculture, 40-acre minimum). The Union Pacific Intermodal Facility is classified as a Major <br /> Impact Facility use type and may be permitted in the AG-40 zone with an approved Use Permit. The <br /> proposed facility is consistent with all relevant General Plan policies. <br /> Land Use <br /> Surrounding land uses include agricultural operations and light industrial uses to the north, agricultural uses <br /> and a former cheese manufacturing facility to the east, a concrete plant to the south, and Sharpe Army <br /> Depot to the west. There are residential operations ('Del Webb Neighborhood) approximately one half mile <br /> to the southeast of the project site and a proposed 300.3-acre commercial/industrial operation (Northwest <br /> Airport Way Master Plan, SCH#2010022024)that will be abutting the subject parcels to the east. <br /> Two residences are located immediately east of the site (about one-quarter mile from the site's eastern <br /> edge), on the west side of North Airport Way, and other residential uses are located on the east side of <br /> Airport Way east of the site. Some of the residences will be subject to project related impacts such as <br /> traffic, noise, air quality, and aesthetics, which are discussed in detail in the EI R. <br /> Loss of Farmland <br /> Implementation of the project will result in the permanent conversion to non-agricultural use of <br /> approximately 154 acres of agricultural lands which have been designated by the Department of <br /> Conservation as Prime Farmland and Farmland of Statewide Importance. San Joaquin County has an <br /> existing Agricultural Mitigation Ordinance but the applicant is not subject to this ordinance as it only applies <br /> to General Plan Amendments and Zone Reclassifications which change the General Plan or zoning <br /> designations of a parcel from an agricultural to a nonagricultural designation. However, although the project <br /> is not subject to the Agricultural Mitigation Ordinance, the applicant has agreed to participate in a <br /> conservation program to provide mitigation per CEQA requirements as it is still a significant loss of farmland. <br /> This conversion of farmland will also contribute to cumulative farmland conversion in San Joaquin County. <br /> The applicant will be required to participate in a habitat conservation program which will require the <br /> applicant to dedicate, acquire or pay in lieu fees for the acquisition of a conservation easement to preserve <br /> farmland of equal quality and quantity as the farmland converted to non-agricultural use as a result of the <br /> project. With the participation in acquiring a conservation easement to preserve farmland of equal quality <br /> and quantity as the farmland converted to a non-agricultural use, the project will have a less than significant <br /> impact on agricultural resources. <br /> The project's impact to loss of farmland has been identified as a potentially significant impact but <br /> will be reduced to a less than significant impact with the incorporation of the mitigation measures. <br /> Air Quality <br /> The project was evaluated for potential impacts to the environment from air pollutant emissions and <br /> greenhouse gases during construction activities and long-term project operations. Emissions during <br /> construction of the project, including grading, demolition, trenching, building and paving activities, <br /> could result in the exceedances of air quality thresholds, including for fugitive dust (10-micron <br /> particulate matter(PM1o) and 2.5-micron particulate matter (PM2_5)) emissions.
