Mitigation Measure NOISE-1c will require the applicant to test the feasibility <br /> of utilizing electric hybrid cranes as an alternative to diesel powered gantry cranes and to incorporate <br /> such hybrid cranes into the project's operations if the applicant determines they are operationally and <br /> economically feasible. Mitigation Measure NOISE-1d will require that the applicant replace the current <br /> single-tone backup alarms used in gantry cranes and other vehicles at the Union Pacific Intermodal <br /> Facility with Ambient-Sensitive Self-Adjusting Backup Alarms, which automatically increase or decrease <br /> their volume based upon background noise levels to ensure that the tone produced is no louder than <br /> necessary. The applicant will also be required to test the safety implications of replacing single-tone <br /> backup alarms with less intrusive broadband noise types and determine if such replacement is feasible <br /> without compromising yard safety. <br /> Implementation of the mitigation measures and incorporation of the mitigation measures as Conditions of <br /> Approval will ensure the majority of noise impacts from project operations will be less than significant. <br /> However, project-related noise exposure to the residential uses are still expected to be in excess of the <br /> maximum 45 dB nighttime noise criterion because one or more of the mitigation measures identified <br /> above, namely electric hybrid cranes and/or broadband noise alarms, may not be operationally feasible <br /> and could compromise intermodal yard safety. Therefore, the impact is considered to be significant and <br /> unavoidable. <br /> The project's impact to noise has been identified as a significant and unavoidable impact. <br /> Neighborhood Opposition <br /> During the scoping of the EIR, numerous letters and telephone calls were received from residents in the <br /> vicinity who expressed their concerns regarding the proposed project. The Notice of Preparation was sent <br /> to all property owners within the required notification area to solicit their concerns and encourage <br /> �. participation in the EIR process. When the Draft EIR was published, all individuals on the notification list <br /> were notified of the Draft EIR availability and sent an outline of how to participate in the CEQA process. An <br /> administrative hearing was also held to take comments from the public on the Draft EIR. <br /> In their letters, the neighbors raised the following issues, which have been addressed in detail in the EIR: <br /> traffic, impacts to water, noise, visual impacts, air quality, biological, and loss of agricultural land.
