4.2 ENVIRONMENTAL EFFECTS THAT ARE CONSIDERED SIGNIFICANT AND <br /> UNAVOIDABLE IMPACTS <br /> This section identifies the significant and unavoidable impacts that require a Statement of Overriding <br /> Considerations to be issued by the County,pursuant to Section 15093 of the CEQA Guidelines,if the project <br /> is approved.
