5
ATTACHMENT 1
PROJECT DESCRIPTION
EXISTING OPERATIONS
The existing intermodal facility covers approximately 122.91 acres and can handle 206,000
"lifts," defined as the loading.or unloading of a cargo unit, either truck trailers (with wheels) or
containers (without wheels) to or from a rail car, per year. The existing facility uses 3
unloading/loading tracks totaling 15,1422 feet and 1 support track totaling 6,193 feet. Inbound
and outbound cargo units are loaded and unloaded to rail cars by 4 rubber tire gantry cranes, with
one overhead"packer"to conduct the transfer operation.
Currently, the facility has 1,8003 on-site parking locations (1,450 11 x 53 feet and 350 11 x 60
feet) for cargo units, or"bays," and 57 parking spots for employees and guests (passenger cars),
with no on-street parking. All inbound and outbound cargo units are carried by trucks, which are
processed through 9 manually-operated gate lanes. The existing operation includes an
administrative office building, two detention ponds for stormwater management, a septic system
for wastewater management, a crane service pad, a truck fueling pad, and a maintenance shop
building.
THE EXPANSION PROJECT
The expansion will add approximately 81.2 acres to the facility. At full build-out, the expanded
facility will have the capacity to handle 407,000 lifts per year. One of the existing
unloading/loading tracks will be converted to a support track 6,107 feet in length. New
construction will include 3 new unloading/loading tracks totaling 14,443 feet and 3 new support
tracks totaling 15,482 feet, 2 new engine ready tracks totaling 1,311 feet, and the addition of
1,366 (net)new bays for cargo units for a total of 3,166 bays (415 11 x 53 feet and 2,75111 x 60
feet). A 10-lane Automated Gate System (AGS) will replace the existing manual gates. A
second administration building and 2 new crane servicing pads will also be added, along with 3
new detention ponds, a new septic system to service the new administration building, a new
concrete access road and 47 new parking spaces for employees and guests.
The applicant seeks approval of the incremental expansion detailed in the second column of the
chart below, marked "Additions." This incremental expansion is the"Project".
10.9 acres are proposed to be added to the facility for the temporary parking of cargo units in addition to
the existing 112,0 acre footprint of the facility for a total of 122.9 acres. This additional parking is being proposed
pursuant to a separate, pending Use Permit filed with the County on July 24,2009(the"Temporary Parking CUP").
2 All existing and proposed track lengths mentioned hereafter refer to track"working lengths." The
working length consists of the portion of track on which rail cars.will be stored temporarily during cargo transfer
operations. This length does not include lead tracks or turnouts.
3 350 11 x 60 bays are proposed to be added pursuant to the Temporary Parking CUP in addition to 1450 11 x 53
existing bays for a total of 1,800 bays.
1
! #38852 v9 ATTACHMENT 1
