Approve the Agreement with Environmental Science Associates (ESA) which is <br /> on file with the Clerk of the Board; <br /> 2. Authorize the Board Chairman to execute the Agreement; and, <br /> 3. Direct the Auditor-Controller to increase expense appropriations in the <br /> k Community Development Department's budget by$484,430, including a <br /> contingency reserve of$80,738, with offsetting revenues.(415ths vote required) <br /> REASON FOR RECOMMENDATION: <br /> The Environmental Review Officer determined that an Environmental Impact Report <br /> (EIR)is required for the proposed Use Permit Application No. PA-0900184 of Union <br /> Pacific to expand an existing intermodal facility from 134.5 acres to 277 acres in two <br /> phases over a ten year period(Use Type: Major Impact Services). The expansion will <br /> result in the development of approximately 142.5 acres of additional land to the south and <br /> east of the existing facility and, at full build-out,would increase the capacity of the <br /> facility from 270,000 cargo container transfers ("lifts')per year to 730,000 lifts per year <br />
