Y <br /> -2- <br /> to serve the needs of the region. The expansion will add five new support tracks, two new <br /> working tracks, and will lengthen three existing working tracks. The current site is <br /> operating pursuant to Use Permit No. UP=92-13. The Union Pacific Internnodal Facility <br /> is located on the south side of Roth Road, 1,840 feet west of Airport Way, immediately <br /> east of the City of Lathrop, west of the City of Manteca and approximately six miles <br /> south of Stockton (Attachment "A"), <br /> Expansion of the existing intermodal facility is subject to the California Environmental <br /> Quality Act (CEQA, Public Resources Code Section 21000,et seq.) and requires <br /> preparation and consideration of an EIR because the project might have a significant <br /> impact on the environment. The primary purpose of an EIR is to inform decision-makers <br /> and the public of the potential significant environmental effects of a proposal, less <br /> damaging alternatives, and the possible ways to reduce or avoid the possible <br /> environmental damage. This information enables environmental considerations to <br /> influence development,thereby,ensuring that the project will address potential <br /> environmental impacts and the means to avoid them. <br /> The EIR process is expected to begin in November 2010 and last about seven (7) months. <br /> A Request for Proposals (RFP) was sent out in August of 2010 to nine (9) firms <br /> (Attachment "B") requesting a proposal for the preparation of the EIR: Four consulting <br /> firms responded to the request (Attachment"C"). The Community Development <br /> Department, the Department of Public Works, and the Environmental Health Department <br /> reviewed the proposals based upon their consistency with the RFP, the thoroughness of <br /> their scope of work, the effectiveness of individual team members,the ability to work <br /> well with County staff and their knowledge of key issues regarding the intermodal <br /> facility expansion. <br /> As a result, the Community Development Department selected ESA to prepare the EIR. <br /> Based on the consultant's proposal, the applicant has submitted a fee of$510,670. This <br /> fee includes the consultant's cost of producing the EIR in the amount of$403,692 plus <br /> the County's administrative fee of$106,978. The administrative fee pays for staff work <br /> on the EIR by the Community Development Department, Public Works, and <br /> Environmental Health Department. The consultant is prepared to begin work on the EIR. <br /> FISCAL IMPACT: <br /> There will be no additional General Fund impact as a result of this action. The cost of the <br /> EIR(including County administrative costs)will be paid for by the applicant. <br />
