included within the program at the time of building permit applications, or alternatively, if such <br /> improvement is not included under the RTIF program at the time of building permit <br /> applications, by paying fees to San Joaquin County for such improvement, based upon the <br /> project's equitable fair share of the cost of such improvement, if an alternative fee collection <br /> program exists for such improvement at the time of building permit applications which the <br /> County determines is part of a reasonable, enforceable plan or program that is sufficiently <br /> tied to the actual mitigation of the traffic impacts at issue: <br /> 1. Construction of a grade separation overpass at the UPRR crossing on Roth Road. (east <br /> of Sharpe Army Depot) <br /> z. Total estimated improvement costs for all fair share calculations shall be determined by the <br /> San Joaquin County Department of Public Works. <br /> aa. A copy of the final site plan shall be submitted prior to release of building permit for each <br /> phase of the project. <br /> bb. Verification shall be obtained from the Solid Waste Division (468-3066)that this development <br /> has met the requirements of the Waste Plan Format for development projects. A final site <br /> plan is required upon submittal of verification for each phase of the project. <br /> cc. Provide drainage facilities for each phase of the project that meet the requirements of San <br /> Joaquin County Development Standards to prevent the increased runoff release rate of storm <br /> water from discharging onto other properties, except for industrial wastewater(storm drain <br /> and washdown runoff)as outlined in Public Works condition of approval 32.A drainage report <br /> and drainage plans for on-site drainage covering the entire project, prepared and signed by a <br /> registered civil engineer, shall be submitted to the Department of Public Works for review and <br /> approval. The plans shall include design specifications for all stormwater control facilities <br /> proposed for the project site, including stormwater retention ponds, stormwater collection and <br /> conveyance improvements. The drainage report and drainage plans are subject to plan check <br /> fees and must be approved by the Department of Public Works prior to the issuance of the <br /> building permit for Phase 1 of the project. (Development Title Section 9-1135) <br /> dd. Applicant shall submit Permit Registration Documents(PRD's) to the State Water Resources <br /> Control Board (SWRCB) and subsequently submit the Waste Discharge Identification (WDID) <br /> number to the Department of Public Works for filing for the entire project(applicable for each <br /> phase) prior to issuance of any building permits. <br /> ee. The applicant shall comply with the State Water Resources Control Board General Order No. <br /> 97-03-DWQ, "General Permit for Discharges of Storm Water Associated with Industrial <br /> Activities Excluding Construction Activities". The WDID for the Industrial General Permit <br /> issued by SWRCB shall be submitted to Public Works for the file. <br /> ff. Industrial wastewater(storm drain and washdown runoff)from the crane maintenance pad, <br /> the maintenance shop, the diesel fuel storage area, and the fueling and fuel pump areas <br /> must be drained through an oil/water separator and discharged into a double lined <br /> evaporation basin with an automatic leak detection system. The system shall be monitored <br /> on a continual basis. A yearly maintenance report for the oil/water separator, double lined <br /> evaporation basin, and automatic leak detection system shall be submitted to the Department <br /> of Public Works. <br /> gg. If a leak is detected in the evaporation basin, a Report of Waste Discharge must be filed <br /> pursuant to California Water Code Section 13260 to obtain Waste Discharge Requirements <br /> with the Regional Water Quality Control Board. Permit number shall be submitted to the <br /> Department of Public Works. <br />
