<br /> 5. The applicant shall establish a five-year program to monitor the progress of
<br /> the wetland mitigation toward these standards.At the end of each
<br /> monitoring year,an annual report shall be submitted to the City,the
<br /> RWQCB,and the USACE.This report shall document the hydrological and
<br /> vegetative condition of the mitigation wetlands,and shall recommend
<br /> remedial measures as necessary to correct deficiencies.
