In the event that a leak is <br /> detected,the project applicant shall ensure that the pond is drained and the <br /> liner repaired prior to continuance of use.The project applicant shall ensure <br /> that continued use of the evaporation pond,in the event of a leaking liner,is <br /> explicitly prohibited until the liner is repaired.In the event of a liner material <br /> failure,UP shall notify its Response Management Communications Center <br /> (RMCC)who will in turn contact the appropriate response and regulatory <br /> agencies,such as the Environmental Protection Agency,the Regional Water <br /> Quality Board,Office of Emergency Services,and/or the National Response <br /> Center,or take such other action as Is required by applicable law. <br /> Less than significant impact after implementation of Mitigation Measure <br /> HYRDO-1. <br /> 410 Hydrology and Water Quality(Cant.) <br /> HYDRO-2:The applicant shall ensure that a comprehensive onsite grading, Verification by County Union Pacific San Joaquin County Public Prior to grading permit <br /> drainage,and erosion control plan(drainage plan)for the project is prepared by a Works Department <br /> certified engineer.The applicant shall submit the drainage plan to the San <br /> Joaquin County Public Works Department for approval,and ensure that all <br /> recommendations of the drainage plan are implemented.The drainage plan shall <br /> include all facilities included in the project.The drainage plan shall Include design <br /> specifications for all stormwater control facilities proposed for the project site, <br /> including stormwater retention ponds and stormwater collection and conveyance <br /> facilities.Facilities shall be designed to infiltrate,retain,or otherwise channel <br /> runoff away from areas of open soil and other features subject to erasion or <br /> flooding in accordance with County requirements.County approval of the <br /> drainage plan shall be verified prior to issuance of grading or buildirg permits. <br /> Less than significant impact after implementation of Mitigation Measure <br /> HYRDO-2. <br /> HYDRO-3:The project applicant shall implement Mitigation Measures HYDRO-1 See HYDRO 1 and 2.
