h. A minimum 10-foot-wide landscaped strip, respecting the ultimate right-of-way width, shall <br /> be installed across the frontage of Roth Road. Landscape details shall be consistent with <br /> Development Title Chapter 9-1020 and be included on the Improvement Plan. <br /> i. A solid masonry wall seven to eight feet in height shall be constructed along the north <br /> property line of the subject parcel prior to construction of additional trailer parking on the <br /> northern 4.5 acres of the project site. <br /> j. Prior to construction of the additional trailer parking on the northern 4.5 acres of the <br /> project site, the applicant shall provide evidence of compliance with the Noise Standards <br /> contained in Section 9-1025.9 of the Development Title. Noise levels at the property line <br /> shall be no greater than 65 db Ldn. <br /> k. Undeveloped areas within the truck terminal shall be maintained to prevent the creation <br /> of dust and shall not become a health hazard. <br /> I. Any night or security lighting shall have 25-foot-high light standards whose lights are <br /> hooded and directed downward so as not to disturb adjoining properties or roads. <br /> 2. DEPARTMENT OF PUBLIC WORKS: <br /> a. An encroachment permit shall be required for any work within the road right-of-way. <br /> (Development Title Section 9-1145.2) <br /> b. The Traffic Impact Mitigation Fee will be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee currently is $286.45 per <br /> additional daily trip-end generated in the Stockton area. The fee shall be automatically <br /> adjusted July 1 of each year by the Engineering Construction Cost Index as published <br /> by the Engineering News Record. (Resolutions R-90-304 & R-91-1025) <br /> C. The Water Supply Facilities Impact Mitigation Fee will be required for this development. <br /> The fee is due and payable at the time of building permit application. The fee currently <br /> is $236.00 per 1,000 gross square feet of building designated as "Service Commercial." <br /> The fee shall be automatically increased on January 1 of each year at the rate of 6.9 <br /> percent. An additional 3.5 percent shall be added to the fee upon payment for <br /> processing and administering the program. (Resolution R-91-327) <br /> d. The owner shall execute an Irrevocable Offer of Dedication to result in a 42-foot-wide <br /> right-of-way along the Roth Road frontage of APN 193-320-08. A $225.00 fee currently <br /> is required for processing, per Development Title Table 9-240.2, in addition to a copy of <br /> the Grant Deed and a legal description of the parcel to be offered for dedication. <br /> (Development Title Section 9-1150.2) <br /> e. The frontage improvement for Roth Road shall be constructed in conformance with the <br /> standards for one-half of an 84-foot-wide right-of-way minor arterial street. The <br /> construction of the improvement will be deferred upon execution by the owner of a <br /> Deferred Frontage and Roadway Improvement Agreement or a Secured Deferred <br /> Frontage and Roadway Improvement Agreement with a deposit equivalent to the <br /> estimated construction costs prior to approval of the Improvement Plan. A $260.00 fee <br /> currently is required for processing, per Development Title Table 9-240.2, in addition to <br /> a copy of the Grant Deed and an estimate for the required frontage improvements.
