Discussion of Environmental Impacts (Cont. )
Page 2
the subsequent removal of shrubby underbrush and native
grass would have a significant impact on the value of this
area as a riparian and wildlife habitat .
A suggested mitigation measure would be to establish a
buffer zone along the Stanislaus River to preserve the
riparian habitat . A complete biota study with possible
mitigation measures needs to be prepared.
A possible alternative would be to reduce the size of the
project to a 9-hold golf course so the significant habitat
area in the southern portion of the project area would not
be impacted or to relocate the project to a different
location.
b. A search of the Natural Diversity Data Base did not show
any definite sitings of endangered species on the project
site . However, the elderberry longhorn beetle was sited at
the Stanislaus River at the McHenry Avenue bridge, west of
the project site . Due to the large number of elderberry
bushes seen on the project site during a field inspection,
it is possible that the elderberry longhorn beetle may be
present . A biota study should be completed to determine if
endangered species are present and what mitigation measures
would be needed to preserve their habitat.
4 . The project should not result in the deterioration of
existing air quality . During the grading and construction
phase, dust could be a problem. Dust control practices as
established by Air Pollution Control District should be
implemented and monitored.
6b. The project has the potential to affect a waterway and a
riparian and wildlife habitat area. The waterway can be
protected by establishing a buffer zone along the
Stanislaus River . A biota study is needed to assess the
impact of the proposed tree removal and conversion of
native vegetation to fairway grasses and greens .
7a . The City of Riverbank will provide water and sewer ser-
vices . Storm drainage will be kept on site by means of
several lakes.
b. The proposed project would increase the demand for police
and fire protection. A possible mitigation measure would
be to increase the staffing of the Sheriff ' s Department and
Escalon Fire District .
C . The proposed project would positively affect
recreational/park opportunities by establishing a golf
course, which would be open to the general public.
