The applicant estimates that the golf <br /> course will draw 250 customers per day. A traffic study <br /> should be prepared to analyze the potential impact at the <br /> Santa Fe Road intersection with the projects access road <br /> and the Santa Fe-Highway 108 intersection. <br /> 11. The proposed project would convert a natural scenic area to <br /> a more park-like setting. The golf course may require <br /> night security lighting that could create a glare. If <br /> night lighting is proposed, it should be hooded and <br /> directed downward in such a way as to prevent glare onto <br /> adjacent roadways and properties . <br /> 12a. The proposed project has a potential to be growth-inducing <br /> because the City of Riverbank will be extending city <br /> services , in the form of water and sewage disposal, to the <br /> project site . <br /> 12b. The proposed project is in conflict with the General Plan <br /> designation of Conservation. The southern portion of the <br /> project site is in a natural state consisting of numerous <br /> trees , including valley oaks , and other native vegetation. <br /> The golf course will intrude into this area causing the <br /> removal of numerous trees . Native vegetation will be <br /> replaced by fairway grasses and greens . The site plan for <br /> the proposed project is not consistent with the objectives <br /> of the Conservation Element of the General Plan. The pre- <br /> paration of a habitat preservation plan and/or redesign of <br /> the project site are suggested mitigation measures . <br /> 12c. The proposed project will eliminate a natural area as <br /> indicated in 12 (b) . In addition, access to the Stanislaus <br /> River could be impacted. In order to provide for open <br /> access to the river, a minimum 50 ' wide public access ease- <br /> ment extending along the entire length of the river fron- <br /> tage shall be required. <br /> 13a&b This project has the potential to curtail the diversity in <br /> the environment by replacing wildlife habitat and native <br /> vegetation with a golf course. The project site is <br /> designated as Conservation on the General Plan. An objec- <br /> tive of the Open Space/Conservation Element of the General <br /> Plan is "to protect, preserve and enhance wildlife, habitat <br /> and natural vegetation in San Joaquin County" . Based on <br /> large number of trees that will be removed and additional <br /> modifications to the native vegetation, the proposed pro- <br /> ject would have a significant impact on long-term, environ- <br /> mental goals. <br />
