M. All undeveloped parcels or portions of undeveloped parcels which are created as a result of this <br /> planning application shall remain free of weeds, debris, or any other combustible vegetation such as <br /> abandoned orchards or vineyards throughout the year to the satisfaction of the Fire Jurisdiction <br /> Having Authority. (CFC 1103.2.40) <br /> 2. DEPARTMENT OF PUBLIC WORKS (Staff Contact: Michael Callahan, 468-3000) <br /> a. An encroachment permit shall be required for work within the road right-of-way. (Development Title <br /> Section 9-1145.5) <br /> b. The driveway approach shall be improved in accordance with the requirements of San Joaquin <br /> County Standard R-17 prior to issuance of the occupancy permit. (Development Title Section 9- <br /> 1145.5) <br /> c. The Traffic Impact Mitigation Fee shall be required for this development. The fee is due and <br /> payable at the time of building permit application. The fee is currently $1,304.00 per 1,000 gross <br /> square feet of building designated as Service Commercial in the Escalon area. The fee shall be <br /> automatically adjusted July 1 of each year by the Engineering Construction Cost Index as published <br /> by the Engineering News Record. (Resolution R-00-433) <br /> d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> e. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> f. Any construction activity that results in the disturbance of at least one acre of soil shall require a <br /> State NPDES construction permit. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT (Staff Contact: David Van Dyne, 468-3453) <br /> a. The Environmental Health Department requires a soil suitability/nitrate loading study, incorporating <br /> proposed staff and parishioners use, which indicates that the area is suitable for septic tank usage. <br /> This must be performed prior to issuance of building permits (Development Title Section 9- <br /> 1105.2[d]). A review fee of$465.00 must be paid at the time of submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin <br /> County prior to approval. A percolation test that meets absorption rates of the manual of septic tank <br /> practice or the EPA Design Manual for on-site waste water treatment and disposal systems is <br /> required for each parcel. A permit fee of$93.00 per percolation hole is required. <br /> b. The existing private water wells shall be tested for the chemical Dibromochloropropane (DBCP) and <br /> nitrates prior to issuance of building permits. Samples are to be taken and analyzed by a State <br /> approved laboratory (Development Title Section 9-1115.7). <br /> c. State on revised plans the maximum number of staff and parishioners the sewage disposal system <br /> is being designed for. In addition, show on revised plans that the leach field area will be barricaded <br /> so that it cannot be driven over, parked on, or used as a storage area. This leach field area must <br /> be used for that specific purpose only, and it cannot contain any underground utility lines <br /> (Development Title Section 9-1110.4[c][5]).
