PA-0900163 OF ALICIA KAHLER (C/O <br /> MIKE SMITH ENGINEERING) (APN: 025-200-05; ADDRESS: 5113 <br /> SARGENT ROAD, LODI) <br /> This project is a Use Permit application for the expansion of an existing dog kennel from <br /> 120 dogs to 180 dogs and 50 cats to be built in four phases over twenty years. Phase 1 <br /> includes a new 13,067 square-foot, two-story building for an administrative area, a dog <br /> kennel for 20 dogs, and a cat kennel for 50 cats. Phase 2 includes a 3600 square foot <br /> kennel for 20 dogs. Phase 3 includes a 3600 square foot kennel for 20 dogs. Phase 4 <br /> includes a 700 square foot dog training building. Each phase will also include an outdoor <br /> meeting area or exercise yard. The existing kennels, office, grooming shop, and training <br /> building encompass 25,811 square feet <br /> The project is located on the northwest corner of Sargent Road and Ray Road, west of <br /> Lodi. The General Plan designation is General Agriculture (A/G) and Resource <br /> Conservation (OS/RC) and the zoning is General Agriculture, 40-acre minimum (AG-40). <br /> Williamson Act <br /> The Department of Conservation was sent a referral on July 7, 2009 because the <br /> property is subject to a Williamson Act contract. The Department of Conservation <br /> responded in a memo dated August 5, 2009. <br /> The Department of Conservation states, "Pursuant to Government Code Section <br /> 51250(c), the Department is notifying San Joaquin County that the Department believes <br /> that the existing and planned uses and structures on the property may constitute a <br /> material breach of the property's Williamson Act contract." <br /> The parcel is zoned AG-40 and the parcel is 123.61 acres in size. Pursuant to <br /> Development Title Section 9-1810.3(b), property under contract is limited to certain use <br /> types. The proposed use, Animal Specialty Services-Kennel is one of the listed uses. <br /> I <br />
