d. The Regional Transportation Impact Fee shall be required for this development. The fee is due <br /> and payable at the time of building permit application. The fee is based on the current schedule. <br /> (Resolution R-06-38) <br /> e. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> f. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> NOTE: This property is subject to the requirements of the San Joaquin County Mosquito and Vector <br /> Control District(209-982-4675)and the California Health and Safety Code for the prevention of <br /> mosquitoes. Best Management Practices guidelines for storm water devices, ponds, and wetlands <br /> are available. <br /> NOTE: All future building permits for projects located within a Special Flood Hazard Area at the time <br /> of permit issuance shall meet the San Joaquin County flood hazard reduction requirements (Title 9, <br /> Chapter 9-1605) and all requirements of the State of California (CCR Title 23)that are in force at time <br /> of permit issuance. As an example, these requirements may include raising the finish floor elevation <br /> one foot above the expected flood level and/or using flood resistant materials. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Lisa Medina, 468-3455) <br /> a. Submit three sets of detailed kennel construction plans for the expansion to Environmental Health <br /> for review prior to construction. Environmental Health has specific requirements for kennel <br /> construction. A plan check fee of$230.00 is due at the time of submittal to Environmental Health. <br /> b. The number of animals per acre shall be consistent with appropriate waste management <br /> practices. A manure management plan shall be submitted for approval to Environmental Health. <br /> A review fee of$230.00 is applicable at the time of submittal. Compliance with Development Title <br /> 5 and the California Code of Regulations, Title 23, Division 3, Chapter 15, Article 6 shall be <br /> addressed in the manure management plan. <br /> c. Construction of an individual sewage disposal system under permit and inspection by <br /> Environmental Health is required at the time of development. (Development Title Sections 9- <br /> 1110.3 and 9-1110.4) <br /> d. Construction of an individual domestic water well under permit and inspection by Environmental <br /> Health is required at the time of developmen5t. (Development Title Section 9-1115.3) <br /> e. Kennels are subject to a yearly permit, a fee, and inspection by Environmental Health. <br /> f. A convenient water supply and waste water disposal system meeting the requirements of <br /> Environmental Health shall be available for washing food preparation equipment and bathing of <br /> animals, as well as washing down shelters and pens or dog runs. <br /> g. All liquid and solid wastes and vector problems associated with this kennel operation are to be <br /> retained on the premises so as not to cause a nuisance or a health problem. Any complaints that <br /> are verified against this site will be charged Environmental Health's hourly rate of$115.00 for <br /> response and correction, per Board of Supervisors Resolution B-92-1591. <br />
