PLANNING COMMISSION MINUTES i
JULY 18, 1985
PAGE 2 IE
I
Jean Moore Divine was present and said her home was 300' from
" 1 Sargent and Ray Roads, and she objected to the kennel. The
zoning is GA-40 and there are crops there. .The commercial
f training of dogs would be incompatible with the agricultural uses
in the area. The noise of 75 dogs will be a problem. The
r . Initial Study did not include the fact that the wind is from the i
northwest and will carry odor from the droppings of 75 dogs. ShA
was concerned over sanitary disposal of the droppings. She was
concerned over the barking problems and also, if the dogs get
loose, who would be responsible for the safety of children and
pets in the area. This is a quiet, rural community. There
I should be adequate insulation for such a use. This tde will be
detrimental to the ecology of the area.
REBUTTAL: Mr. Coldani said that there is a 1,000-cow dairy adja-
cent to the barns Mr. Baleri's daughter has a home in the north-
west area; noise will not be detrimental to the area; and there
is a distance of 3,500' (1/2 mile), in a straight line, between
the Moores' homes and the kennel.
PUBLIC HEARING CLOSED
Comm. Jungeblut said he had concern for the Moores as to noise
and the barking of dogs. He noted that 75 dogs is a considerable
•.., . I
number.
In answer to a question, Mr. Coldani said that the building will
be completely insulated. The building will have block walls aad
the ceiling will be metal. The dogs will be completely housed at
i night.
Alicia Kaylor, Mr, Baleri's daughter, said that the dogs will be
kept housed at night in a 4' X 6' block sleeping area; the metal
gate will be kept closed. The gaze is similar to that used by
.: the Humane Society. The runs are open in the day. The dogs are
housed from about 4:30 p.m. until about 8:30 a.m. They do have
dog training from 7:00 to 8:00 p.m. A condition requiring the
dogs to be housed from 10:00 p.m. to 6:00 a.m. would be accept-
able. They have a proposed indoor arena of 60' z 90'.
Mr. Riddle pointed out that if the arena is planned in the near
future it should be shown on this application. If it is some
time in the future, another permit will be required.
Mr. Coldani Said it will be in the same place. No change of
area is proposed.
PUBLIC HEARING CLOSED
