All parking spaces and maneuvering areas shall be surfaced and permanently maintained with base material of appropriate depth and liquid asphalt, asphalt concrete, or Portland cement concrete to provide a durable, dust free surface. Bumper guards shall be provided when necessary to protect adjacent structures or properties. The driveway shall be built to Fire Code requirements. (Development Title Section 9- 1015 . 5) e. If the parking area is to be used at night, parking lot and security lighting shall be installed. (Development Title Section 9-1015. 5 [g] ) f. All animal enclosures, including but not limited to pens, cages, and feed areas, shall be maintained free from litter, garbage, and excessive accumulation of manure, so as to discourage the proliferation of flies, other disease vectors, and offensive odors. Premises shall be maintained in a neat and sanitary manner. (Development Title Section 9-1045 . 7 [b] ) g. Except for movement on and off the property, animals shall not be kept or maintained in coops, pens, corrals, or within barns or similar structures, on property of less than 1/2 acre, closer than 40 feet from any rear or side property line. (Development Title Section 9-1045 . 5) h. Submit an Improvement Plan, prepared by a registered civil engineer, showing drainage, driveway access details, on-site parking, landscaping, signs, driveway gates, existing and proposed utility services, and grading. Additional storm drainage run-off created by new improvements shall be retained on-site. The drainage pattern and corresponding storm drain improvements shall be shown on the Improvement Plan.
