Conditions of Approval UP 88-19 Page -24- The applicant shall submit with the final Improvement Plan a drainage plan that discusses grading for the project, drainage calculations; storm sewer calculations, retention or detention pond sizing calculations, and terminal outlet facilities, if proposed; No building permit shall be issued until conceptual approval of the drainage system has been granted from the Department of Public Works and County Public Health Services, including receipt from the developer of approved legal clearance as to drainage releases or other such documents as may be required by County Counsel. This condition is not applicable to grading permits for building sites which can be applied for and, if approved, issued after the Use Permit is approved and the General Plan and zoning are effective. Prior to occupying any building that is connected to the system, all facilities shall be designed; have approvals obtained from County Department of Public Works, Public Health Services, and State Regional Water Quality Control; have obtained other needed permits; have completed construction; and have completed an operations and maintenance manual and operator training. Waste Management Plan: bd. A waste management plan shall be submitted to and approved by the Solid Waste Division of the Public Works Department prior to the issuance of any building permits. The plan shall include the following issues: The quantity and types of solid wastes anticipated to be generated on the site; The quantity and types of any hazardous wastes anticipated to be generated or used on the site, with details as to their storage and how spent containers will be disposed of; The recycling program to be instituted on the site, if any; Plans for waste reduction.
