Backflow prevention devices shall be installed to prevent <br /> mingling of untreated water/treated sewage with treated <br /> water supplies if a dual system is used, to be approved <br /> by Public Works and Public Health. <br /> az. Fire flow and storage/stand-by capacity for fire shall be <br /> provided to meet County Department of Public Works and <br /> Fire District requirements. <br /> ba. Prior to the issuance of any occupancy permits in the <br /> project area, the plant and system proposed shall be <br /> designed and receive the approval of the County Public <br /> Health Services and Department of Public Works, as well <br /> as approval of the raw water source by the Bureau of <br /> Reclamation and the Plainview Water District. This <br /> condition is not applicable to grading permits for <br /> building sites, which can be applied for and issued after <br /> the Use Permit is approved. <br /> In addition, prior to building occupancy, the water <br /> treatment and supply system shall be incorporated in a <br /> CSA, start up of the treatment plant shall be completed, <br /> operator training completed, and operations and <br /> Maintenance manuals provided. The developer shall be <br /> responsible for the cost of all permits, design, <br /> construction, and plan check costs. <br /> bb. A water rationing contingency plan shall be submitted to <br /> and approved by the County Department of Public Works <br /> prior to the issuing of final occupancy building permits <br /> for any structure. The water rationing plan shall <br /> specify contingency measures that will be implemented by <br /> the developer in the event of a 50 percent and 75 percent <br /> cutback in water supply for the projects from the <br /> Plainview Water District and U.S. Bureau of Reclamation, <br /> or complete outage of the Delta Mendota Canal for a <br /> period of 30 days. <br /> Flood Control and Storm Drainage: <br /> bc. Drainage improvements shall be constructed in accordance <br /> with the "Conceptual Facility Plan" prepared by Majors <br /> Engineering dated April 1990 and may be modified as <br /> follows: <br />
