It is the responsibility of the applicant to notify the <br /> District in writing with respect to the actual date of <br /> construction/grading one week prior to said activities. <br /> The applicant should use file no. ER-90-9 in the <br /> communication to the District and under the attention of <br /> the planning section. <br /> d. Bay Cities shall designate a person or persons to <br /> maintain adequate record keeping of air quality <br /> 'mitigation measures, for the Air Pollution Control <br /> District staff in making scheduled or unscheduled <br /> inspections. <br /> 6. SHERIFF'S DEPARTMENT; <br /> Conditions of Approval: <br /> a. Final site plans and the Improvement Plan shall be <br /> referred to the Sheriff 's Department for review. The <br /> plans shall incorporate the crime prevention measures <br /> that are included in both the Gateway General Plan <br /> Amendment FEIR and the Safeway Supplemental EIR, <br /> regarding• landscaping, adequate lighting, site access, <br /> and alarm systems. <br /> b. Bay Cities shall be required to participate in a County <br /> Service Area assessment district or other financial <br /> mechanism set up by the County to ensure an adequate <br /> level of funding for police services provided by the <br /> Sheriff ' s Department in the area of the project. Bay <br /> Cities will be required to participate in such an <br /> assessment or other financial district only if a detailed <br /> fiscal impacts study prepared by a qualified consultant <br /> indicates that the property tax and other revenues that <br /> the County receives form the Bay Cities project does not <br /> adequately cover the costs of providing police services <br /> to the project. <br /> C. Bay Cities shall be required to submit a contingency plan <br /> to the Sheriff 's Department which discusses the measures <br /> Bay Cities will take to ensure that no extraordinary <br /> expenses will accrue to the Sheriff 's Department. <br /> 7 .
