The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will not have a significant <br /> impact on the ambient air quality. Therefore, a negative declaration is appropriate from <br /> an air quality perspective. However, the construction phase of this project can generate <br /> emission from the movement of soil, use of heavy equipment, bulk materials handling, <br /> asphait paving and other related activities. As a result, this project is subject to District <br /> Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce <br /> the amount of fine particulate matter (PM-10) entrained into the ambient air from man- <br /> made sources. The attached Synopsis highlights many of the requirements contained <br /> within Regulation VIII. The Synopsis is not meant to be all inclusive, but it can be a <br /> useful compliance aid in the field and office alike. <br /> David L.
