RrSan Joaquin Valley <br /> Unified Air Pollution Control District <br /> September 23, 1997 <br /> Chandler Martin <br /> San Joaquin County SEP 2 5 1997 <br /> Community Development Department CommuMLy Ucvelopment Dept. <br /> Development Services Division <br /> 1810 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> SUBJECT: SITE APPROVAL FOR THREE ONE-STORY CONCRETE TILT-UP <br /> SHELL BUILDINGS WITH SITE IMPROVEMENTS (SA-97-45) <br /> Dear Mr. Martin: <br /> The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed <br /> project and offers the following comments: <br /> The San Joaquin Valley's air quality has been designated nonattainment by the EPA <br /> and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate <br /> matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require <br /> areas that are designated nonattainment to reduce emissions until standards are met. <br /> Based on the information provided, it appears that this project will not have a significant <br /> impact on the ambient air quality. Therefore, a negative declaration is appropriate from <br /> an air quality perspective. However, the construction phase of this project can generate <br /> emission from the movement of soil, use of heavy equipment, bulk materials handling, <br /> asphait paving and other related activities. As a result, this project is subject to District <br /> Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce <br /> the amount of fine particulate matter (PM-10) entrained into the ambient air from man- <br /> made sources. The attached Synopsis highlights many of the requirements contained <br /> within Regulation VIII. The Synopsis is not meant to be all inclusive, but it can be a <br /> useful compliance aid in the field and office alike. <br /> David L.
