Development Services Division 1810 East Hazelton Avenue Stockton, CA 95205 SUBJECT: SITE APPROVAL FOR THREE ONE-STORY CONCRETE TILT-UP SHELL BUILDINGS WITH SITE IMPROVEMENTS (SA-97-45) Dear Mr. Martin: The San Joaquin Valley Unified Air Pollution Control District has reviewed the proposed project and offers the following comments: The San Joaquin Valley's air quality has been designated nonattainment by the EPA and by the Air Resources Board (ARB) for 03 (ozone) and PM-10 (fine particulate matter, dust). The Federal Clean Air Act (CAA) and the California Clean Air Act require areas that are designated nonattainment to reduce emissions until standards are met. Based on the information provided, it appears that this project will not have a significant impact on the ambient air quality. Therefore, a negative declaration is appropriate from an air quality perspective. However, the construction phase of this project can generate emission from the movement of soil, use of heavy equipment, bulk materials handling, asphait paving and other related activities. As a result, this project is subject to District Regulation VIII (Fugitive Dust Prohibitions). The purpose of Regulation VIII is to reduce the amount of fine particulate matter (PM-10) entrained into the ambient air from man- made sources. The attached Synopsis highlights many of the requirements contained within Regulation VIII. The Synopsis is not meant to be all inclusive, but it can be a useful compliance aid in the field and office alike. David L.
