Based on the information provided, it appears that this project will
have a less-than-significant impact on the ambient air quality. Therefore, a negative
declaration is appropriate from an air quality perspective.
In addition, certain equipment may be subject to the permitting requirements of the
District. Any equipment subject to the District's Permit to Operate requirements must
obtain an Authority to Construct (ATC) from the District. Construction of equipment that
requires an ATC, such as foundations and utility hookups for the equipment, cannot
begin until an ATC is obtained. This process can take up to 180 days. Construction of
equipment not requiring a District permit is not subject to this ATC requirement.
To determine specific permit requirements, the applicant should contact the District's
Small Business Assistance Office at (209) 557-6446, or our Permit Services Section at
(209) 557-6400. To avoid unnecessary delays in the project, this should be done as
SGUI I as the aNpIiCdilt i iaa determined iii IGu ih2 scope of the I::rvjcC.t.
Thank you for the opportunity to comment. If you have any questions, please feel free
to contact me at (209) 557-6400.
Sincerely,
.C'
John Cadrett
Environmental Planner
Northern Region
David L.Crow
Executive Director/Air Pollution Control Officer
Northern Region Office Central Region Office Southern Region Office
4230 Kiernan Avenue,Suite 130 1990 East Gettysburg Avenue 2700 M Street,Suite 275
Modesto,CA 95356-9322 Fresno,CA 93726-0244 Bakersfield,CA 93301-2373
(209)557-6400•FAX(209)557-6475 (559)230-6000• FAX(559)230-6061 (661)326-6900•FAX(661)326-6985
www.valleyair.org
