Tonkin, Inc. (APN: 143-270-62 & 63) <br /> Dear Ms. Allen, <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the project referenced <br /> above and offers the following comments: <br /> The entire San Joaquin Valley Air Basin is designated non-attainment for ozone and particulate matter <br /> (PM10 and PM2.5). This project would contribute to the overall decline in air quality due to construction <br /> activities in preparation of the site, and ongoing traffic and other operational emissions. <br /> There is currently not enough information for the District to adequately or accurately analyze the project <br /> for potential air quality impacts. Future development will require additional environmental study and <br /> mitigation. A concerted effort should be made to reduce project-related emissions as outlined below: <br /> This project may be subject to District permitting requirements. Depending on_the 'nature and complexity <br /> of the application and staff workload; permitting approval may take several months. For further <br /> information or assistance regarding permitting, you may contact any of the District's Small Business <br /> Assistance Offices at (209) 557-6446 in Modesto, (559) 230-5888 in Fresno, or (661) 326-6969 in <br /> Bakersfield. If District permits are required for your project, permit applications should be submitted to the <br /> District as soon as possible to avoid delays in your project. <br /> Based on the information provided, the proposed project will be subject to the following District rules. The <br /> following items are rules that have been adopted by the District to reduce emissions throughout the San <br /> Joaquin Valley, and are required. This project may be subject to additional District Rules not enumerated <br /> below. To identify additional rules or regulations that apply to this project, or for further information, the <br /> applicant is strongly encouraged to contact the District's Small Business Assistance Office at (209) 557- <br /> 6446. Current District rules can be found at http://www.valleyair.org/rules/lruleslist.htm. <br /> Regulation VIII (Fugitive PM10 Prohibitions) Rules 8011-8081 are designed to reduce PM10 emissions <br /> (predominantly dust/dirt) generated by human activity, including construction and demolition activities, <br /> road construction, bulk materials storage, paved and unpaved roads, carryout and track out, landfill <br /> operations, etc. The District's compliance assistance bulletin for construction sites can be found at <br /> http://www.valleyair.org/busind/comms/PM 10/Reg%20VI I I°/`20CAB.pdf. <br /> Rule 2010 (Permits Required) This rule requires any person constructing, altering, replacing or operating <br /> any source operation, which emits, may emit, or may reduce emissions to obtain an Authority to Construct <br /> or a Permit to Operate. <br /> Rule 2201 (New and Modified Stationary Source Review Rule) This rule applies to all new stationary <br /> sources and all modifications of existing stationary sources that are subject to the District permit <br /> requirements and after construction emit or may emit one or more affected pollutant.
