Item No. 2 <br /> PC: 11-4-93 <br /> UP-93-13 <br /> Page 2 <br /> PROJECT DESCRIPTION <br /> The proposal is to increase from 20 to 28 the number of residents permitted at an existing board and care <br /> home. The clients are ambulatory and developmentally disabled. The facility is a 6,000-square-foot, two- <br /> story residence with 14 bedrooms and off-street parking for 10 automobiles. Public water and sewage <br /> disposal are provided. Drainage is provided on the site. No changes in the site are proposed. <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> I <br /> On October 19, 1989, the Planning Commission approved Use Permit No. UP-89-33 for this facility for 28 <br /> residents. Pearl York appealed the Commission's action to the Board of Supervisors. On November 30, <br /> 1989, the Board of Supervisors approved UP-89-33 for a maximum of 20 residents. On January 1, 1991, <br /> the applicant withdrew a similar application to increase the number of residents from 20 to 28. <br /> POLICY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The General Plan designation for this site is R/L (Low Density Residential), and the implementing <br /> zone is R-L Large group care facilities may be conditionally permitted in the R-L zone with an <br /> approved Use Permit. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: - <br /> Land Use: <br /> This site is located in a low density residential neighborhood. Two letters in opposition have been <br /> received that raise issues regarding parking, drainage, and a dumpster (Attachment A). <br /> Parking: <br /> The letters in opposition note that up to 12 cars may be parked in front of the facility an 6th <br /> Street, and the parking lot on 5th Street is seldom used. Further, these letters express concern <br /> that this facility is a heavy user of emergency services that may be impeded by the parking in <br /> front. <br /> In response, the applicant has indicated that care facility visitors are aware of the parking lot and <br /> that the cars parked in the street are predominantly owned by neighborhood residents and their j <br /> guests. <br /> The Development Title contains a standard of .33 parking spaces for each bed in a group care <br /> facility. The 10 existing parking spaces meet that standard for the 28 clients proposed. The 10 <br /> existing parking stalls are located behind the facility and are accessed from 5th Street only. Two <br /> concrete pads are located at the front of the facility. These pads are not legal parking spaces <br />
