However, visitors and vendors use these <br /> spaces and 6th Street for parking. In addition, buses and emergency vehicles use the front area <br /> for parking. <br /> It is recommended that the concrete pads in front be removed and replaced by landscaping. <br /> Landscaping would conform with the residential character of the neighborhood and would <br /> eliminate the unauthorized parking. <br /> Drainage: <br /> Although the street drainage is provided by the City of Stockton, this site uses an on-site pond. <br /> One of the neighbors has written that runoff from the roof of this facility flows to the neighbor's <br /> yard. The applicants have indicated that they intend to divert the rain water from the downspouts <br /> to the existing pond. It is recommended that a site improvement plan be required which shows <br /> how all storm water will be retained on the site or diverted to the city storm system, if feasible. <br /> One of the letters notes that the dumpster is sometimes in front of the facility. It is recommended <br /> that the dumpster be located in the parking area. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> An Initial Study was prepared for this project on September 14, 1993, and no significant environmental / <br /> impacts were identified. On the basis of that review, a Negative Declaration was prepared. In addition <br /> a Certificate of Fee Exemption with a'De Minimis Impact Finding' has been prepared which indicates that <br /> this project could not have a significant impact on fish and wildlife resources. <br /> i <br />
