Item No. 2
PC: 11-4-93
UP-93-13
Page 3
because they require drivers to back into the street. However, visitors and vendors use these
spaces and 6th Street for parking. In addition, buses and emergency vehicles use the front area
for parking.
It is recommended that the concrete pads in front be removed and replaced by landscaping.
Landscaping would conform with the residential character of the neighborhood and would
eliminate the unauthorized parking.
Drainage:
Although the street drainage is provided by the City of Stockton, this site uses an on-site pond.
One of the neighbors has written that runoff from the roof of this facility flows to the neighbor's
yard. The applicants have indicated that they intend to divert the rain water from the downspouts
to the existing pond. It is recommended that a site improvement plan be required which shows
how all storm water will be retained on the site or diverted to the city storm system, if feasible.
One of the letters notes that the dumpster is sometimes in front of the facility. It is recommended
that the dumpster be located in the parking area.
ENVIRONMENTAL CONSIDERATIONS:
An Initial Study was prepared for this project on September 14, 1993, and no significant environmental /
impacts were identified. On the basis of that review, a Negative Declaration was prepared. In addition
a Certificate of Fee Exemption with a'De Minimis Impact Finding' has been prepared which indicates that
this project could not have a significant impact on fish and wildlife resources.
i
