i. Construct a water well under permit and inspection by Environmental Health prior to occupancy. <br /> Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the number <br /> of service connections exceed four, a yearly permit to operate a public water system will be required <br /> by Environmental Health. (Development Title Sections 9-1120.2 and 9-1115.9) <br /> The supplier must possess adequate financial, managerial, and technical capability to ensure the <br /> delivery of pure,wholesome, and potable drinking water in accordance with Development Title <br /> Sections 9-1120.2 and 9-1115.9, CCR,Title 22, and Health and Safety Code Sections 116525 <br /> through 116570. <br /> NOTE: The provision of potable water may require treatment to meet minimum water quality <br /> standards. Engineering design of a water treatment system shall be submitted and approved by <br /> Environmental Health prior to development with an appropriate review fee. <br /> j. Refuse, garbage, and other solid waste material must be stored, removed, and transported to an <br /> approved landfill in accordance with San Joaquin County Ordinance Code Section 5-2400. <br /> NOTE: The applicant shall provide Environmental Health a contracted agreement demonstrating <br /> that a permitted solid waste hauler will be responsible for the removal and transportation of <br /> generated solid waste to an approved landfill prior to issuance of building permits. <br /> 4. COUNCIL OF GOVERNMENTS(Staff Contact: Erin Sickler, 468-3913) <br /> a. This project is subject to the San Joaquin County Multi-Species Habitat Conservation and Open <br /> Space Plan (SJMSCP) and is located within the unmapped land use area. Per requirements of the <br /> SJMSCP, unmapped projects are subject to case-by-case review. This can be a 90-day process, <br /> and it is recommended that the project applicant contact SJMSCP staff as early as possible. After <br /> this project is approved by the Habitat Technical Advisory Committee and the SJCOG Board, the <br /> following process must occur to participate in theSJMSCP: <br /> (1) Schedule a SJMSCP biologist to perform a preconstruction survey prior to any ground <br /> disturbance. <br /> (2) Sign and return Incidental Take Minimization Measures to SJMSCP staff(given to project <br /> applicant after the preconstruction survey is completed). <br /> (3) Pay the appropriate fee based on SJMSCP findings. <br /> (4) Receive the Certificate of Payment to release the required permit. <br /> 5. SHERIFF'S DEPARTMENT <br /> a. The 400 foot dock must extend as far to the south from the land access point as is allowed by the <br /> authorizing state agency. <br /> b. A water deflection device be put in place at the north end of the docking facility to deflect any <br /> large wakes away from the dock. <br /> c. A 30 foot area directly adjacent to the land access point be painted in red and clearly marked <br /> "Sheriff's Patrol Boats only." (This also applies to the 80 foot dock). <br /> d. The Department would also require submittal for an Application for Speed Zone or Special Use <br /> Area for Waterways of San Joaquin County for the establishment of a five mile per hour zone. <br /> Conditions of Approval -4 - PA-0500224 <br />
