f. Verification shall be obtained from the Solid Waste Division (468-3066) that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> NOTE: Any construction activity that results in the disturbance of at least one acre of soil shall require a <br /> State NPDES construction permit. <br /> 3. ENVIRONMENTAL HEALTH DEPARTMENT(Staff Contact: Michael Escotto, 468-3443) <br /> a. The provisions for composting toilets shall require the applicant to provide written proof that a <br /> designated facility that is permitted to take the additional human waste be identified and contracted to <br /> accept the waste. In addition, the applicant shall identify a permitted hauler that will transport the <br /> waste under permit with the State of California or a County Health Department to transport human <br /> waste in accordance with the California Health and Safety Code. <br /> b. The Environmental Health Department requires a soil suitability/nitrate loading study, incorporating <br /> proposed staff and customer use, indicating that the area is suitable for septic tank usage. This must <br /> be performed prior to issuance of building permits (Development Title Section 9-1105.2[dj). A review <br /> fee of$475.00 must be paid at the time of submittal to Environmental Health. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> or the EPA Design Manual for on-site waste water treatment and disposal systems is required for <br /> each parcel. A permit fee of$95.00 per percolation hole is required. <br /> c. The design and approval of the sewage disposal system shall incorporate receiving gray water from <br /> hand washing activities. This shall be completed under a consultation permit with Environmental <br /> Health for the review of the proposed design. The fee for the consultation permit is currently <br /> $475.00. <br /> d. The proposal for the marina will require a Registered Civil Engineer to design an engineered sewage <br /> disposal system in conjunction with a pump-out facility. This shall be completed under a consultation <br /> permit with Environmental Health for the review of the proposed design. The fee for the consultation <br /> permit is currently$475.00. <br /> e. Submit plans for a sewage treatment plant(for the entire development)to Environmental Health for <br /> approval. A registered engineer must design and sign the plans. (Development Title Section 9- <br /> 1105.2) <br /> f. Obtain discharge requirements from the California Regional Water Quality Control Board, Central <br /> Valley Region, prior to development. (Water Code, Article 5, Section 13280) <br /> NOTE: The provision for any sewage disposal on the island will require Central Valley Regional <br /> Water Quality Control Board approval. <br /> g. The engineered sewage disposal system shall be installed under permit and inspection with <br /> Environmental Health. The permit fee is$1,100.00. (Development Title Sections 9-1110.3, 9- <br /> 1110.4, and 9-1110.5) <br /> h. Open, pump, and backfill the septic tank, seepage pit, or excavation under permit and inspection by <br /> Environmental Health.
