• Septic tank(s) and well(s) will be used and restrooms and septic tank(s) <br /> and well(s) will meet San Joaquin County Environmental Health <br /> Department requirements. <br /> "There is insufficient information on the caretaker quarters. Will the quarters be a <br /> permanent or seasonal residence? Will there be water and sewer service to these <br /> quarters?" <br /> • The project will be open 7 months a year and other times by appointment <br /> only. A seasonal residence is anticipated at the beginning and, if the <br /> project is financially capable, having a permanent resident caretaker in <br /> the future. As stated in the Initial Study, the project site is not currently <br /> connected to public sewer,water, or storm drainage systems. The project <br /> is located in a portion of the Delta where the water table is very high. <br /> The Environmental Health Department is requiring that the applicant <br /> submit plans for a sewage treatment plant for the entire development. <br /> For composting toilets, EHD is requiring the applicant to provide written <br /> proof that a designated facility that is permitted to take the additional <br /> human waste be identified and contracted to accept the waste. In <br /> addition, the applicant shall identify a permitted hauler that will <br /> transport the waste under permit with the State of California or a County <br /> Health Department in accordance with the California Health and Safety <br /> Code. EHD is also requiring that the applicant construct a water well <br /> under permit prior to occupancy. Should the number of non-resident <br /> individuals exceed 24 for at least 60 days per year, or the number of <br /> service connections exceeds four, a yearly permit to operate a public <br /> water system will be required by the Environmental Health Department. <br /> The project will comply with all County requirements. <br /> "The Department of Public Works will require all new structures be constructed <br /> above the 100-year flood elevation,but the project does not specify how all the <br /> proposed structures, e.g., conference center, caretaker quarters, shop and restrooms, <br /> will satisfy this requirement. Will all proposed buildings be raised structures or will <br /> exported fill or on-site graded material be used to elevate structure foundations." <br /> • All structures,with the exception of the existing dock at the southern end, <br /> will be located outside the 100-year flood plain according to the Flood <br /> Plain Maps. As stated in the Initial Study, all new structures and <br /> substantial improvements constructed within the 100 year floodplain <br /> shall be elevated a minimum of one (1) foot above the 100-year flood <br /> elevation of seven (7) feet National Geodetic Vertical Data. <br /> "The proposed project requires grading but does not provide type of equipment and <br /> vehicles that would be used, equipment access and staging areas, temporary <br /> construction impacts, erosion control measures, etc. All of these types of <br />
