-2- <br /> Phase IIIA <br /> • Construction of a 122 slip-docking facility. <br /> • Construction of a 400 square foot interpretive observation tower and a 150 <br /> square foot marina office. <br /> Phase 1116 <br /> • Construction of a conference/interpretive center. The proposed conference <br /> center will be approximately 16,000 square feet. The center will include an <br /> observation tower and overlook area. <br /> The project site is located at the terminus point of the San Joaquin River and Turner Cut <br /> (Stockton Deep Water Ship Channel — Spud Island/Hog Island), west of Stockton. <br /> The General Plan designation of the 88.68 acre project site is OS/RC (Resource <br /> Conservation) and the zoning is AG-80 (General Agriculture, 80 acre parcel minimum <br /> size). <br /> The Community Development Department has reviewed the proposed Use Permit pre- <br /> application and offers the following comments: <br /> Use Types <br /> The proposed project is classified under three use types: Recreation — Nature Preserve, <br /> Recreation — Marinas, and Recreation — Campgrounds. All three use types may be <br /> conditionally permitted in the AG-80 zone with an approved Use Permit application. <br /> Environmental Review <br /> If the project is submitted for a full application, a biological review by a biologist will be <br /> required, prior to the preparation of the initial study. As an alternative, prior to <br /> submission of a full application, the applicant may wish to contact the San Joaquin <br /> Council of Governments regarding participation in the San Joaquin County Multi-Species <br /> Habitat Conservation and Open Space Plan. <br /> Project Description Clarification <br /> • What is the timeframe for the phasing of the project? <br /> • The site plan indicates that a shop/caretakers residence will be constructed. Will <br /> the structure be constructed as a part of Phase Il, Phase IIIA, or Phase IIIB? <br /> • The project description indicates that 12 additional campsites will be constructed <br /> as part of Phase II. The site plan shows an additional 28 campsites. Which <br /> number is correct and what is the phasing of these items? <br /> • The application lists the number of employees, customers and vehicle trips <br /> anticipated for Phases I & II. What are the anticipated numbers for Phase IIIA & <br /> IIIB? <br />
