-2- Phase IIIA • Construction of a 122 slip-docking facility. • Construction of a 400 square foot interpretive observation tower and a 150 square foot marina office. Phase 1116 • Construction of a conference/interpretive center. The proposed conference center will be approximately 16,000 square feet. The center will include an observation tower and overlook area. The project site is located at the terminus point of the San Joaquin River and Turner Cut (Stockton Deep Water Ship Channel — Spud Island/Hog Island), west of Stockton. The General Plan designation of the 88.68 acre project site is OS/RC (Resource Conservation) and the zoning is AG-80 (General Agriculture, 80 acre parcel minimum size). The Community Development Department has reviewed the proposed Use Permit pre- application and offers the following comments: Use Types The proposed project is classified under three use types: Recreation — Nature Preserve, Recreation — Marinas, and Recreation — Campgrounds. All three use types may be conditionally permitted in the AG-80 zone with an approved Use Permit application. Environmental Review If the project is submitted for a full application, a biological review by a biologist will be required, prior to the preparation of the initial study. As an alternative, prior to submission of a full application, the applicant may wish to contact the San Joaquin Council of Governments regarding participation in the San Joaquin County Multi-Species Habitat Conservation and Open Space Plan. Project Description Clarification • What is the timeframe for the phasing of the project? • The site plan indicates that a shop/caretakers residence will be constructed. Will the structure be constructed as a part of Phase Il, Phase IIIA, or Phase IIIB? • The project description indicates that 12 additional campsites will be constructed as part of Phase II. The site plan shows an additional 28 campsites. Which number is correct and what is the phasing of these items? • The application lists the number of employees, customers and vehicle trips anticipated for Phases I & II. What are the anticipated numbers for Phase IIIA & IIIB?
