months! <br /> There will also be a designated"Sheriffs' Dock"to be used strictly by the San Joaquin County Sheriffs Boat Division Unit. Other security <br /> measures include forking dock gates after 10PM to minimize access to the Island after dark. <br /> Construction <br /> Construction dates will be limited to minimize or avoid impact to rookeries or California black rail and raptor nests. Construction dates <br /> and construction requiring grading would be restricted to dates established by the CDFG. Because there are no standard minimization <br /> and avoidance measures for potential impacts to rookeries or California black rail and raptor nests,the project proponent will consult <br /> with the CDFG to determine the appropriate minimization and avoidance measures for this project. <br /> Contract work will be done on weekdays.Volunteer work may be scheduled for weekends. There will be from 3-15 people working daily <br /> during Phase I and 3-25 people working daily during Phase II and III. <br /> Access to the Island is limited to boats. Phase I will require barge based construction and dredging for the drop-off dock.A small tractor <br /> will be used for clearing trails,barge based crane and a tractor/backhoe will be used for installation of pre-fabricated toilets. Phase II <br /> and III will require barges,dredging for increased dock size,tractors/backhoes,and generators to power various power tools. <br /> Materials to be used will include wood,concrete, decomposed granite, recycled lumber, metal, and other standard structure materials. <br /> Additional materials used for construction tools include diesel,gasoline, paint and/or stain, and pavement stabilizer(i.e. polypavement). <br /> All will be stored and handled appropriately to prevent spills or contamination on site.Any waste or surplus will be taken off site when <br /> construction is completed and stored or disposed of in a legal manner. <br /> Phase) <br /> A new forty foot dock and gangway for drop-off will lead visitors to a cleared Vail looping along the upland and riparian area and leading <br /> to the lower beach flats. <br /> Two 10 site tent platform camping areas will be developed for a total of 20 camp sites and a restroom at each group area. One special <br /> use camping area with 6 tent platform camp sites and a restroom will be developed on the lowland beach flats to be used by school <br /> groups and other public and private groups. <br /> Phase I construction is anticipated to be completed in 1-2 years from the date of approval of permits from all agencies with jurisdiction. <br /> Phase 11 <br /> A Main Dock will be built for day use and some overnight camping,which will give direct access to the island's upland area and <br /> conference/visitors center.A trail system will lead visitors along an interpretive nature walk,to various camping sites, day use areas, and <br /> interpretive displays. <br /> Adjacent to the main visitors/conference center is an open sided structure that can be used as a classroom, meeting hall,or space for <br /> special events. In addition an amphitheatre looking out to the channel is the perfect place for cultural and private events. Amplification <br /> equipment will not be permitted. <br /> A recreated Native American village will serve as an additional cultural and environmental education display. Demonstrations of how <br /> Native Americans used local delta plants and other resources for food shelter and ceremony. In addition portions of the village would <br /> also serve as a reserved camping area. <br /> A variety of camping areas equipped with restrooms will accommodate a variety of users from large groups to private limited access <br /> reserved spaces. Special tent platforms and use areas will concentrate use and impact. A six-site group camp area with bathrooms will <br /> be constructed on the south end of the Island. In addition,a four-site group camping area with bathrooms will be developed north of the <br /> ten-site tent platforms developed in Phase I and an eight-site tent platform area with bathrooms will also be developed to the south of the <br /> ten-site tent platforms developed in Phase I. <br /> Shoreline and dock accessible day use areas will encourage specific high use areas limiting impact on the diverse natural habitat of the <br /> island. <br /> Phase II construction is anticipated to be completed in 3-5 years from the date of approval of permits from all agencies with jurisdiction. <br /> Phase IIIA <br /> A 122 slip guest docking facility will be constructed to accommodate boats used by guests that may or may not enter onto the Island. <br /> Guests that choose to enter on the Island to enjoy the facilities and environment will pay an overnight docking fee and an entrance fee. <br /> Others may stay overnight at the dock and will pay an overnight docking fee only. Access to the Island will be limited to those that have <br /> paid an entrance fee. A security gate,which will be coded,will be provided where access will be provided from the dock to the Island. <br /> The code will change daily and will be disengaged after 10:OOPM. No access will be allowed from this facility to the Island between the <br /> hours of 10:OOPM and 7:OOAM. <br /> Phase IIIA construction is anticipated to be completed in 4-6 years from the date of approval of permits from all agencies with <br /> jurisdiction. <br /> Phase IIIB <br /> A conference/interpretive center will be built with displays that will highlight the Delta's natural and cultural history.The prominent <br /> location and 360 degree views will make the visitors center a destination for public and private groups both as a place to visit and a <br /> place for specific venues. <br /> F OEVSVCTIanning Application Forms\Use Pemiit.(Revised 6-03-04) Page 5 of 9 <br />
